Book excerpt: The Uruguay Round of multilateral trade negotiations, culminating in the GATT Secretariat being transformed into the World Trade Organization (WTO) on 1 January 1995, has altered forever the process of quarantine policymaking by national governments. On the one hand, WTO member countries retain the right to protect the life and health of their people, plants and animals from the risks of hazards such as pests and diseases arising from the importation of goods. On the other hand, the WTO's Agreement on Sanitary and Phytosanitary Measures (the SPS Agreement) requires that quarantine measures be determined in a manner that is transparent, consistent, scientifically based, and the least trade-restrictive. This collection resulted from an international workshop funded and organised by Biosecurity Australia, the agency of government responsible for analysing Australia's quarantine import risks and for negotiating multilateral SPS rules and less restrictive access to overseas markets for Australian produce. The workshop, which was held at the Melbourne Business School on 24-25 October 2000, brought together a distinguished group of applied economists and quarantine policy analysts whose focus involves regions as disparate as Europe, North America, Africa, Asia and New Zealand, in addition to Australia.

Available in PDF, EPUB and Kindle. Book excerpt: The human love of novelty and desire to make one place look like another, coupled with massive increases in global trade and transport, are creating a growing economic and ecological threat. The same forces that are rapidly "McDonaldizing" the world's diverse cultures are also driving us toward an era of monotonous, weedy, and uniformly impoverished landscapes. Unique plant and animal communities are slowly succumbing to the world's "rats and rubbervines" -- animals like zebra mussels and feral pigs, and plants like kudzu and water hyacinth -- that, once moved into new territory, can disrupt human enterprise and well-being as well as native habitats and biodiversity. From songbird-eating snakes in Guam to cheatgrass in the Great Plains, "invasives" are wreaking havoc around the world. In A Plague of Rats and Rubbervines, widely published science writer Yvonne Baskin draws on extensive research to provide an engaging and authoritative overview of the problem of harmful invasive alien species. She takes the reader on a worldwide tour of grasslands, gardens, waterways, and forests, describing the troubles caused by exotic organisms that run amok in new settings and examining how commerce and travel on an increasingly connected planet are exacerbating this oldest of human-created problems. She offers examples of potential solutions and profiles dedicated individuals worldwide who are working tirelessly to protect the places and creatures they love. While our attention is quick to focus on purposeful attempts to disrupt our lives and economies by releasing harmful biological agents, we often ignore equally serious but much more insidious threats, those that we inadvertently cause by our own seemingly harmless actions. A Plague of Rats and Rubbervines takes a compelling look at this underappreciated problem and sets forth positive suggestions for what we as consumers, gardeners, travelers, nurserymen, fishermen, pet owners, business people -- indeed all of us who by our very local choices drive global commerce -- can do to help. Book excerpt: This book has been divided into two sections for easy reading. While the first section gives the essence of WTO Agreements, the second section deals extensively with trade disputes between Member Countries including many involving India. Readers will find it easier to understand the objectives and functioning of WTO after going through the case studies, which also contain additional information on the organisation's core principles and agreements. Thus, the two sections, which can be read independent of each other, reinforce the understanding of the subject.Additional and latest information in the form of boxes, illustrations and tables has been given for a better understanding of the impact of WTO on the policies of Member Countries, and particularly that of India.A detailed glossary, 'snapshot' summaries of case studies, web-based exercises, informative annexures and an index of important words for easy reference besides a list of abbreviations have been given to enable the reader to get a comprehensive understanding of the 'complex' organisation that WTO is.This book is intended to be useful for all those who are interested in knowing more about current issues facing the World Trade Organisation, including those in academia, chambers of commerce, industry organisations and corporate houses.
