The country has developed a Participatory Sustainable Forest Management (PSFM), integrating livestock raising with forestry. The project was designed to strengthen the PSFM process, thereby improving livelihoods and the ecological status of forests. The project reviewed the current forestry guidelines at both national and local government levels and forestry planning guidelines for Soum and Aimag levels were approved by the provincial Government promoting the participatory forest management (PFM). There were also advances to improve the policy and legal framework at national level, but lengthy policymaking process and need for increased inter-ministerial policy dialogues, among other issues, have challenged the full achievement of this outcome.

Deforestation is the single most important driver of forest biodiversity loss with 10 million ha of forest converted every year to other land uses, primarily for agriculture. Up to 30 percent of tree species are now threatened with extinction. As a consequence of overexploitation, wildlife populations have also been depleted across vast areas of forest, threatening the survival of many species. Protected areas, which are considered the cornerstone of biodiversity conservation, cover 18 percent of the world’s forests while a much larger 30 percent are designated primarily for the production of timber and non-wood forest products. These and other forests managed for various productive benefits play a critical role in biodiversity conservation and also provide essential ecosystem services, such as securing water supplies, providing recreational space, underpinning human well-being, ameliorating local climate and mitigating climate change. Therefore, the sustainable management of all forests is crucial for biodiversity conservation, and nations have committed to biodiversity mainstreaming under the Convention on Biological Diversity (CBD). Mainstreaming biodiversity in forestry requires prioritizing forest policies, plans, programmes, projects and investments that have a positive impact on biodiversity at the ecosystem, species and genetic levels. In practical terms, this involves the integration of biodiversity concerns into everyday forest management practice, as well as in long-term forest management plans, at various scales. It is a search for optimal outcomes across social, economic and environmental dimensions of sustainable development. This study is a collaboration between FAO and the Center for International Forestry Research (CIFOR), lead centre of the CGIAR research programme on Forests, Trees and Agroforestry (FTA). This report is a compilation of country case studies as supplementary material to the main publicaiton, which reviews progress and outlines the technical and policy tools available for countries and stakeholders, as well as the steps needed, to effectively mainstream biodiversity in forestry.

Book excerpt: Forests play an important role in the global carbon cycle and are home to a significant portion of the world's terrestrial biodiversity. Global concerns about climate change forces governments to mitigate climate change by reducing greenhouse gases in the atmosphere, including the contribution from the forestry sector. One of the greenhouse gas mitigation strategies of the forestry sector is reducing the rate of deforestation and forest degradation and increasing forest carbon stocks. As part of the global community, Indonesia is committed to contributing to climate change mitigation by reducing deforestation and forest degradation and increasing forest carbon stocks by improving forest management. This thesis focuses on optimal forest management for climate change mitigation in Indonesia in the even-aged forest (plantation forest) and uneven-aged forest (natural forest). The method used in this thesis is the modified Faustmann approach to analyze the optimal forest management with additional income from carbon credit. The findings of this thesis are as follows: First, compared to the current carbon model, the Verified Carbon Standard (VCS) model, one of the most used schemes in the voluntary carbon market, is less cost-effective. The inefficiencies of VCS are more pronounced for longer rotation or storing more carbon in forest biomass. Second, resin production in the pine forest lengthens the rotation and supports carbon storage. Better site conditions mean faster timber growth and thus a shorter rotation for timber production only. Additional income from resin production will lengthen the rotation, with a more pronounced effect on rotation at the lower site qualities. At lower site qualities and at the same age, the number of trees is higher than that at higher site quality. Therefore, resin production of pine forest is somewhat larger in the lower site qualities. Third, at low carbon prices, sustainable forest management, forest carbon sequestration, and commercial timber production – all of which are crucial for employment in the sawmill and manufacturing industries – go hand in hand, but at higher prices, they become alternatives. The land expectation value is negatively impacted by compensation for the carbon stored in end-use wood products (EWP). Fourth, allowing damaged trees to remain on the plot results in significantly higher basal areas and carbon storage in aboveground biomass (AGB) compared to the situation where damaged trees are assumed to decay sufficiently fast that they do not affect ingrowth or stand composition. The ability of managed tropical forests to store carbon and provide ecosystem services in response to programs – such as payments for ecosystem services, conservation, sustainable forest management, and enhancement of forest carbon stocks in developing countries (e.g. reducing emissions from deforestation and forest degradation, as well as sustainable management of forests and the conservation and enhancement of forest carbon stocks in developing countries /REDD+) – may thus be grossly underestimated.

After an introduction discussing the concept of forest health and relationships between stress, strain, and damage, section 2 reviews the factors most likely to cause plant stress, the manner in which the stresses are manifested, and methods for detecting or determining those factors (both environmental and man-made). Section 3 focuses on the manifestations or markers of stress, related factors, and other indicators of health and vigour. This leads to a review of the role of remote sensing technology for supplying such information in section 4, which describes such tools as cameras, imaging spectrometers, satellite-borne sensors, and geographic information technologies. Section 5 reviews applications where remote sensing could contribute to forest health studies, and identifies the most promising technologies. A design framework for forest health monitoring is then outlined, and some general implementation strategies are suggested. Specific project stages and pilot studies are also proposed which are intended to develop essential methodologies or test new approaches to forest health remote sensing. Finally, financial implications of various project options are assessed. The appendix includes discussion of temporal and spatial considerations for monitoring forest health and sustainability.
