Aggressive policy action will be needed to help Americans who are disadvantaged by these changes and to ensure that the enormous benefits of AI and automation are developed by and available to all. Following up on the Administration's previous report, Preparing for the Future of Artificial Intelligence, which was published in October 2016, this report further investigates the effects of AI-driven automation on the U.S. job market and economy, and outlines recommended policy responses. This report was produced by a team from the Executive Office of the President including staff from the Council of Economic Advisers, Domestic Policy Council, National Economic Council, Office of Management and Budget, and Office of Science and Technology Policy. The analysis and recommendations included herein draw on insights learned over the course of the Future of AI Initiative, which was announced in May of 2016, and included Federal Government coordination efforts and cross-sector and public outreach on AI and related policy matters.

What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly.
