Book excerpt: Based on the first edition with extensive analysis of practical applications of environmental risk management and compliance management systems, this second edition of International Environmental Risk Management reflects updates made in the understanding and application of risk management best practices and makes available a frame of reference and systematic approach to environmental and social governance (ESG). It provides a pathway for readers to implement environmental management strategies that can be integrated with core operations and other risk management efforts, including supporting sustainability and corporate social responsibility initiatives associated with climate change, the circular economy or supply chain conditions, as well as enterprise risk management; anti-bribery, and other compliance management systems. This book provides in-depth discussions of ways to use global environmental management standards. New features in this edition: Combines EMS standards with discussion of specific principles, other authors’ research, and guidelines on management practices. Provides guidelines on how to prepare for, anticipate, and resolve environmental issues. Includes easily understandable information for all readers and is not simply aimed toward individuals who are knowledgeable about this topic. Provides in-depth discussions on using global environmental management standards to manage risk and promote resilience, as well as legal strategies and voluntary initiatives that companies can utilize to minimize risk. Accounts for the substantive revisions in ISO 14001:2015. As a growing and rapidly changing field, it is necessary to address new issues, guidelines, and regulations to assist businesses, academia, students, consultants, lawyers, and environmental managers with a pragmatic resolution to environmental risk management issues. This second edition gives a broad and detailed analysis of the changes made to international standards and practices and serves as an excellent guide to managing environmental risk.

Available in PDF, EPUB and Kindle. Book excerpt: The federal Superfund program for cleaning up America's inactive toxic waste sites is noteworthy not only for its enormous cost - $15.2 billion has been authorized thus far - but also for its unique design. The legislation that created Superfund provided the Environmental Protection Agency with a diverse set of policy tools. Preeminent among them is a civil liability scheme that imposes responsibility for multimillion dollar cleanups on businesses and government units linked - even tangentially - to hazardous waste sites. Armed with this potent policy implement, the agency can order the parties who are legally responsible for the toxic substances at a site to clean it up, with large fines and damages for failure to comply. EPA can also offer conciliatory measures to bring about voluntary, privately financed cleanup; or it can launch a cleanup initially paid for by Superfund and later force the responsible parties to reimburse the government. In this book, Thomas W. Church and Robert T. Nakamura provide the first in-depth study of Superfund operations at hazardous waste sites. They examine six Superfund cleanups, including three regions and both 'hard' and 'easy' sites, to ask 'what works?' Based on detailed case studies, the book describes various strategies that have been applied by government regulators and lawyers and the responses to those different strategies by businesses and local government officials. The authors characterize the implementation strategies used by the EPA as prosecution, accommodation, and public works. They point out that the choice of strategy involves setting priorities among Superfund's competing objectives. They conclude that the best implementation strategy is one that considers the context of each site and the particular priorities in each case. Looking toward the reauthorization of Superfund, they also offer recommendations for improvements in the organization of the program and discuss proposals for change in its

Book excerpt: In the 1990s, creosote was discovered under a residential neighborhood in Manville, NJ. Creosote, a mixture of chemicals, is used to preserve wood products. Creosote may cause cancer. Creosote from a former wood-treatment facility had contaminated soil and groundwater at the site. EPA worked with the Army Corps of Engineers to clean up the site. As of May 2009, total site costs were almost $340 million and remedial construction costs had exceeded original estimates. This report examined: (1) how EPA assessed risks and selected remedies for the site; (2) what factors contributed to the difference between the estimated and actual costs; and (3) how EPA and the Corps divided responsibilities for site work. This is a print on demand report.

Book excerpt: GAO found that: (1) construction expenditures for 30 long-term cleanup activities exceeding $1 million represented $94 million, or 87 percent, of $108 million in total Superfund long-term cleanup construction costs; (2) construction costs for 9 routine activities increased an average of 5 percent over the original contracts, while the 17 nonroutine activities increased an average of 19 percent; (3) the four activities that did not fit within the routine or nonroutine categories had an average growth of 8 percent; (4) although new Superfund legislation emphasizes cleanup activities that should permanently or significantly reduce contamination, these cleanups often cost more because of the use of new technologies; and (5) as overall Superfund cost growth rises, EPA may need to analyze the causes for growth and determine whether to take actions to control it.

Book excerpt: The Comprehensive Environmental Response, Compensation, and Liability Act of 19870 (CERCLA) authorizes the Environmental Protection Agency to identify severely contaminated hazardous waste sites and place them on the National Priorities List for cleanup under the Superfund program. This report (1) determines the progress the Superfund program has made in selecting remedies at both federal and nonfederal sites; (2) verifies the accuracy of the information in the Superfund database on sites' cleanup progress; and (3) determines the number of cleanup projects that cannot be started in FY1998 because of a lack of funding.
