Book excerpt: This book provides a systematic overview of transmission network investment in liberalized power markets. Recent government policies to increase the share of intermittent renewable power generation and other technological innovations present new theoretical as well as practical challenges for transmission investments. Written by experts with a background in both economics and engineering, the book examines the economic and technical fundamentals of regulated and merchant transmission investment, and includes case studies of transmission investment in a number of countries. The book is divided into four parts: Part 1 introduces the basic economics and engineering of transmission network investment, while Part 2 discusses merchant investment in the transmission network. Part 3 then examines transmission investment coordination and smart grids, and lastly, Part 4 describes practical experiences of transmission network investment in power market in various countries.

Available in PDF, EPUB and Kindle. Book excerpt: Quality public education, modern highway systems, and reasonably priced housing—these are just some of the qualities that once made California one of the most desirable places to live. Just a few decades later, the state finds itself with an education system that is failing its citizens, one of the highest unemployment rates in the nation, and a quickly evaporating dream of home ownership. Illustrating each step of the breakdown that led to its current state of dysfunction, Not So Golden After All: The Rise and Fall of California provides insight into a system gone amuck. It addresses complicated topics in an engaging manner to help the public and leaders alike understand how to make policies that balance expectations with outcomes. Key political themes covered include disconnected institutions, perpetually unbalanced budgets, immigration, voter ignorance, interest group influence, and dysfunctional institutions. Investigating the gridlock that has become all too common within the state’s legislature, the book: Demonstrates the impact of the state’s inability to generate sufficient revenue, particularly for public education and an under-trained workforce Highlights the problems created by poor land use planning —from suburban sprawl and government waste to inefficient use of agricultural land Examines how interest groups have been able to wrest control of the processes that were created to keep them in line Identifies the duplication of efforts and other inefficiencies at the state and local levels Author Larry Gerston leaves no stone unturned in his discussion of California's economy, position on the Pacific Rim, cultural diversity, land and water issues, and its relationship with the federal government. He examines the state’s infrastructure, natural resources, immigration issues, education, finance, healthcare, civil rights, planning and development, security, laws, political parties, and power structures to provide civic leaders and policy makers with the understanding required to restore the sheen to this once glistening paradise. The Contra Costa Times discussed Larry Gerston's recent Commonwealth Club lecture in a May 17, 2012 article. Read an interview with Larry Gerston in The Mercury News.

Available in PDF, EPUB and Kindle. Book excerpt: An important aim behind the restructuring of Germany’s and Europe’s electricity systems is to reduce the environmental burden, especially with respect to greenhouse gas emissions, of the current systems. Emissions must be brought down to a level that is sustainable in the long run and consistent with greenhouse gas emission reduction goals. Meeting these goals will require a system (as best as current knowledge suggests) that will be able to cope simultaneously with the fundamental demands for economic efficiency, environmental sustainability and supply security. Making use of existing scenarios, this study sketches such a system. It focuses in particular on auxiliary systems such as energy storage methods and network extensions. The study introduces technologies that can balance electricity in energy systems and that can serve as enabling technologies for the integration of large quantities of renewable energies in the power supply system. It begins with a discussion of normative aims for the future electricity system before continuing with a description of current policies and political developments and an overview of relevant existing energy system studies. These sections serve as background for the remainder of the study. They are followed by discussion and analysis of the growing demand for means to balance the fluctuations found in electricity generated in power systems with a high penetration of renewable energies, the potentials of diverse technologies, requirements for electrical networks, economic impacts and important legal issues. Finally, the main challenges to the achievement of developing balancing technologies and processes for renewable electricity-dominant systems are summarised and recommendations made.
