An experimental engine was built by Dutcher Industries of San Diego, and was extensively tested in the laboratory. William A Brobeck & Associates' (WMB&A) role was to assist the State Department of Transportation (CALTRANS) by providing technical supervision and evaluation services. WMB&A's responsibility was to monitor, inspect, and verify the progress of Dutcher Industries in the design, development and testing of the steam engine. Independent calculations by WMB&A indicated that it would be possible to build a small steam engine with a thermal efficiency in the range of 27-30%. Attainment of such a goal will require a continuing high level of research and development.
