Book excerpt: This book intends to provide a continuous assessment of the crisis in governance in Africa. As it is, there are huge deficits in the capacity of African states to harness vast human and material resources to promote good governance. This manifests in pervasive corruption, collapsed service delivery, collapsed state-owned enterprises, eroded social trust, capital flight, escalating levels of poverty and wars, human insecurity, and stunted growth. The public sector is the pulse of service delivery because the entire governance system revolves around the sourcing of materials and services, mostly from the private sector, in order to achieve its public policy intents. The procurement process, therefore, ordinarily ought to yield positive economic outcomes and an efficiency-driven system in favour of the government itself and its service recipients. However, this more often than not is not the case. Despite its enormous wealth, the African continent is in an economic quagmire, a dilemma that requires multi-facet research activities. This is the motivation for this book.

Book excerpt: Prior to the COVID-19 shock, the key challenge facing policymakers in the Middle East, North Africa, and Central Asia region was how to generate strong, sustainable, job-rich, inclusive growth. Post-COVID-19, this challenge has only grown given the additional reduction in fiscal space due to the crisis and the increased need to support the recovery. The sizable state-owned enterprise (SOE) footprint in the region, together with its cost to the government, call for revisiting the SOE sector to help open fiscal space and look for growth opportunities.

Book excerpt: The case for privatization, whether defined in a broad or narrow sense, has been forcefully made by its advocates against the backdrop of the much advertised poor performances of state-owned enterprises (SOEs) and theoretical arguments relating to the efficiency of private firms over public enterprises. Consequently, privatization and commercialization have been key components of the structural adjustment programmes foisted by the Bretton Woods institutions on Third World countries. Yet, the empirical findings on privatization, especially outside Africa where they exist, do not portray the strategy to be a panacea that works in all circumstances in all branches of economic activity. In spite of this, since the late 1980s, privatization has been stepped up in almost all African countries. And after about two decades of vigorous implementation of privatization programmes in Africa, there is a compelling need for a comprehensive and systematic analysis of various privatization issues, particularly the economic and social impact. This book thus establishes a clear case for a comprehensive and systematic analysis of the impact of privatization in Africa. Specifically, the book provides a state-of-the art review of privatization issues and research questions as a prelude to an in-depth study of the economic and social impact of privatization. In the light of the rich insights brought to bear on the issues, this book should stimulate the interest of researchers, donors and policy makers to undertake or support the follow-up in-depth research envisaged.

This book looks at SOEs in Azerbaijan, Indonesia, Kazakhstan, the People's Republic of China, and Viet Nam, which together present a panoramic view of SOEs in the region. It also presents insights from the Republic of Korea on the evolving role of the public sector in various stages of development. It explores corporate governance challenges and how governments could reform SOEs to make them efficient drivers of the long-term productivity-induced growth essential to Asia's transition to high-income status.

Book excerpt: Reforming the African Public Sector: Retrospect and Prospectsis an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).

Available in PDF, EPUB and Kindle. Book excerpt: The administrative sciences have been dominated by a turn to managerial perspectives in the late 20th and early 21st centuries, and in the spirit of this turn, 'New Public Management' (or NPM) promises to produce efficient, responsible and client-oriented public services. The reforms carried out in the pursuit of New Public Management are often accompanied by great optimism and rapid, enthusiastic steps toward implementation. Even in highly developed industrial countries, however, these fundamental reforms often overlook the political and cultural contexts of the implementing country. New Public Management in Africa: Emerging Issues and Lessons provides much-needed theoretical foundations for NPM reforms in the African context and reflects on the success of existing reforms in the development of several African states. The individual contributions in this timely volume provide important analyses of academic discourse, practical policy, achievements, and desiderata. The book as a whole, however, provides a valuable impetus for public administration research in and on African states, sharing findings on the results of reforms to date and adjustments required for these reforms to succeed. For public administration researchers outside of Africa, this book offers a review of New Public Management case studies that are unavailable or difficult to find elsewhere, contributing much to the exchange between African and Western administration science research, and demonstrating that African administrative research is well-prepared to help resolve global challenges.
