Book excerpt: Vietnam's economy has been fundamentally changed by the policy reforms implemented in the 1980s to provide an environment that is more conducive for economic growth and social stabilization. The policy reforms have had a tremendous impact on economic activities and on all aspects of social life. The economy is presently moving from a centrally planned system largely based on public ownership to a market-oriented and mixed economy. Social structures and values have changed, and legal, institutional, and administrative systems are gradually changing as well. The reform process gives rise to exciting challenges and opportunities for development. Based largely on Vietnamese sources of data and information, this book presents an analysis of the main features of economic policy reforms in Vietnam, their socioeconomic impact, and several major theoretical and practical problems Vietnam faces on its path to development.

Available in PDF, EPUB and Kindle. Book excerpt: This book is intended for policy-makers, academics and students of development studies, area studies, political economy, geography and political science. Three of the best global performers in terms of economic growth are authoritarian states led by communist parties. The ‘socialist market economy’ model employed in China, Vietnam and Laos performs better than the economic systems in countries at a similar level of income per capita on a wide range of development indicators, yet market reforms and governance failures have led to highly unequal societies and significant environmental problems. This book presents the first comparative study of development in these three countries. Written by country experts and scholars of development studies, it explores the ongoing quest for market versus state within their model, and the coherence of their development. Available in PDF, EPUB and Kindle. Book excerpt: The immense process of economic and social transformation currently underway in China and Vietnam is well known and extensively documented. However, less attention has been devoted to the process of Chinese and Vietnamese legal change which is nonetheless critical for the future politics, society and economy of these two countries. In a unique comparative approach that brings together indigenous and international experts, Asian Socialism and Legal Change analyzes recent developments in the legal sphere in China and Vietnam. This book presents the diversity and dynamism of this process in China and Vietnam-the impact of socialism, constitutionalism and Confucianism on legal development; responses to change among enterprises and educational and legal institutions; conflicts between change led centrally and locally; and international influences on domestic legal institutions. Core socialist ideas continue to shape society, but have been adapted to local contexts and needs, in some areas more radically than in others. This book is the first systematic analysis of legal change in transitional economies.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.
