The report examines three critical and relatively understudied drivers of competitiveness: -Economies of agglomeration: firms and workers accrue benefits from locating close together in cities or clusters through urbanization and localization. -Participation in global value chains: stronger competitive pressures weed out least productive firms while others improve by gaining access to new knowledge and better inputs. -Firm capabilities: in order to operate close to what would be considered optimum efficiency levels given the prevailing factor prices and thus employ South Asia’s abundant labor. The report shows that South Asia has great untapped competitiveness potential. Realizing this potential would require the governments in the region to pursue second generation trade policy reforms for firms to better contribute to and benefit from global value chains (e.g. facilitating imports for exporters), to facilitate the development of industrial clusters in secondary cities (cheaper and less congested than the metros) as well as to deploy policies to improve the capabilities of firms.

Book excerpt: This book discusses the perceptions India has about its South Asian neighbours, and how these neighbours, in turn, perceive India. While analyzing these perceptions, contributors, who are eminent researchers in international relations, have linked the past with present. They have also examined the reasons for positive or negative opinions about the other, and actors involved in constructing such opinions. In 1947, after its independence, India became part of a disturbed South Asia, with countries embroiled in problems like boundary disputes, identity related violence etc. India itself inherited some of those problems, and continues to walk the tight rope managing some of them. Traditionally, seventy years of India’s South Asia policy can roughly be categorized into three overlapping phases. The first one, Nehruvian phase, which viewed the region through a prism of an internationalist; the second one, ‘interventionist’ phase, tried to shape neighbours’ policies to suit India’s interests; and the third, accommodative phase, when policy makers attempted to accommodate the demands of the neighbours in India’s policy discourses. These are not ossified categories so one can find that policy adopted during one phase was also used in the other. Keeping the above in mind, the book discusses India’s role in managing and navigating through challenges of the presence of external, regional and international, powers; power rivalries in South Asia; India’s maritime policy and her relationship with extended neighbours; and India being visualized as a soft power by South Asian countries. It will certainly appeal to the academicians, students, journalists, policy makers and all those who are interested in South Asian politics.

Some of the most successful countries in East Asia, Europe, and North America owe much of their success to strong trade relations with their neighbors. However, South Asian countries have yet to reap the benefits of proximity. Intraregional trade accounts for a little more than 5 percent of South Asia's total trade, compared with 50 percent in East Asia and the Pacific and 22 percent in Sub-Saharan Africa.The World Bank's recent report, A Glass Half Full: The Promise of Regional Trade in South Asia, clearly illustrates the gaps between current and potential trade in South Asia.The force of gravity--the degree of trade attraction between countries--is also manifest in high levels of informal trade. Informal trade has been estimated at 50 percent of formal trade in South Asia, aggregating assessments of various studies covering the 1993 to 2005 period.The large gaps between actual and potential trade arise because South Asian trade regimes discriminate against each other. This can be shown through an index of trade restrictiveness. Based on global trade data, such an index generates an implicit tariff that measures a country's tariff and non-tariff barriers on imports. In India, Pakistan, and Sri Lanka, the index is two to nine times higher for imports from South Asia than from the rest of the world.Moreover, although the average burden of non-tariff measures may not appear high, it is high for specific product and market combinations in South Asia. It varies from over 75 percent to over 2,000 percent. Sri Lanka consistently appears on the list of product-market combinations with the highest trade restrictiveness index in the region. Barriers that have held back trade and investment within South Asia include tariffs and para tariffs, real and perceived non-tariff barriers, connectivity costs as manifested in the cost of air travel, and the broader trust deficit.

Book excerpt: In reaction to British imperialism during the 19th and 20th centuries, Indian Muslims and Hindus imagined and invented their separate and distinct religious communities and communal nationalisms. These were institutionalized in the subcontinent's political systems by the British government in collaboration with Indian politicians. Stern argues that this production of communalism has been crucial in structuring the composition and organization of South Asia's politically dominant classes, and that they, in turn, have been crucial in determining parliamentary democracy's growth or atrophy on the subcontinent. In what became India, the overwhelmingly Hindu National Congress formed a coalition of professionals and landed peasants, later joined by industrialists, that was friendly to the development of parliamentary democracy. In its western provinces, Pakistan's legacy from British government was a ruling coalition of landlords and civilian and military bureaucrats that has continued to impede the development of parliamentary democracy. Until 1971, this coalition equated parliamentary democracy with the loss of their dominance to Pakistan's Bengali majority. Only among them, in Pakistan's eastern province, now Bangladesh, was there a politically dominant coalition of classes that was friendly to the development of parliamentary democracy. It had the ironic effect in Pakistan of entrenching the west's anti-democratic coalition. Dogged by the legacies of twenty-four years as Pakistan's subordinate province, disorganization among its dominant classes and a vanished rural base, the development of parliamentary democracy in Bangladesh has been slow and uneven.
