Book excerpt: Excerpt from Some Roads Towards Peace: A Report to the Trustees of the Endowment, on Observations Made in China and Japan in 1912 The report which follows is the result of a journey to the East undertaken by Mr. Charles W. Eliot in pursuance of a definite plan adopted by the Trustees of the Carnegie Endowment for International Peace. This plan includes frequent international visits by representative men for the purpose of explaining the object and plans of work of the Endowment and of ascertaining in what practical ways the Endowment may helpfully exercise its influence in various parts of the world. It is also the belief of the Trustees that through such international visits by representative men the various civilized peoples will come to know and to understand each other better, to see more clearly each other's point of view and so to diminish the opportunities for misunderstanding and international conflict. The journey of Mr. Eliot to China and to Japan docs not stand alone. Mr. Hamilton W. Mabie spent more than six months of the year 1912-1913 in Japan and Mr. Robert Bacon has recently spent three months in some of the capital cities of South America. During the year 1911-1912 Professor Nitobe, an eminent educator of Japan, spent eight months in the United States, and at the present time Professor Shosuke Sato is visiting a number of American universities and agricultural colleges. Between European countries similar visits are also being carried on, and in the course of one of these Baron d'Estourncllcs dc Constant has recently made an important and widely discussed address at Nuremberg. It is the purpose of the Trustees of the Carnegie Endowment to follow these visits with such other forms of activity as may seem wise and practicable. Already as a consequence of Mr. Eliot's visit to China, Professor Frank J. Goodnow of Columbia University is in residence at Peking as the legal adviser of the government of the Republic of China in all matters relating to constitutional and administrative law. The helping hand of the Endowment is in this way stretched half round the world in order to assist in a constructive piece of nation building, and so to contribute to national stability and international peace. Book excerpt: This book centers on the Report of the International Commission to Inquire into the Causes and Conduct of the Balkan Wars, published in Washington in the early summer of 1914 by the Carnegie Endowment for International Peace. The volume was born from the conviction that the full assessment of the significance of the Carnegie Report—one of the first international non-governmental fact-finding missions with the intention to promote peace—requires a deeper exploration of the context of its birth. The authors examine how the countries involved in the wars handled the inquires of the Carnegie Commission and the role of the report in the remembrance of the wars in the respective states. Although the report considered both the Ottoman Empire and the Balkan nation-states insufficiently civilized to wage wars within the limits of the codes of conduct of international law, this orientalist conclusion can in part be explained by the liberal internationalist strategy of the Carnegie Endowment, and of the commission members’ professional, political, and ethnic background. Overshadowed by the outbreak of World War I, the Carnegie Report’s direct impact on international arbitration or international criminal law was limited, yet—in the authors’ opinion—it ultimately contributed to the further juridification of international relations

Available in PDF, EPUB and Kindle. Book excerpt: This book, based on extensive original research, traces the development of China’s public health system, showing how advances in public health have been an integral part of China’s rise. It outlines the phenomenal improvements in public health, for example the increase in life expectancy from 38 in 1949 to 73 in 2010; relates developments in public health to prevailing political ideologies; and discusses how the drivers of health improvements were, unlike in the West, modern medical professionals and intellectuals who understood that, whatever the prevailing ideology, China needs to be a strong country. The book explores how public health concepts, policies, programmes, institutions and practices changed and developed through social and political upheavals, war, and famine, and argues that this perspective of China’s development is refreshingly different from China’s development viewed purely in political terms.
