Book excerpt: The authors of this book argue that small-scale enterprises are not necessarily the marginal features of developing economies they are often thought to be. If micro-enterprises with 0-4 employees succeed in developing into small enterprises with 5-19 workers, they can form a dynamic sector with vital links to agriculture and other sectors of the economy. Taking this argument as a starting point for their research in the Nakuru and Kericho Districts in Kenya, the authors aim to explain why most micro-enterprises remain small. They convincingly demonstrate that small-scale enterprises face considerable constraints at all stages of their development. These constraints specifically operate against female-owned, rurally located and service-oriented businesses. Innovative policy interventions are needed to remove these constraints and enhance the sector's contribution to peoples' cash incomes and economic welfare. By providing detailed information on the features of small-scale enterprises and their problems during formation, operation and growth, this book lays the foundations for effective and tailor-made support.

This book presents the main results of the research program Cooperation for University and Scientific Research (CORUS): Mountains and Small and Medium Cities in East Africa: Environmental Management, Flows of People and Resources, funded by the French Ministry of Foreign Afairs and supported by IFRA-Nairobi. The specific subject is to rethink the development of the East African mountains in relation to the fast growing towns and cities that surround them. Three East-African mountains were chosen: Mount Kenya, Mount Elgon (Ugandan side) and Uporoto Mountains (Tanzania). Comparisons are included, especially with Mount Kilimanjaro, which has been studied in previous books and programs (e.g. Kilimanjaro: Mountain, Memory and Modernity, Mkuki na Nyota, Dar es Salaam, 2006). The authors are East African (Tanzania, Uganda, Kenya) and French scholars, most of them geographers. Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems. This phenomenon, which is actually a major upheaval, is the focal point of this book, giving rise to this question: what are the links between Rural-Urban evolution in such contexts? What are the impacts on livelihoods and development? This book, covering social and environmental scientific issues relating to Rural-Urban nature, is the first of its kind for African mountains.

It is common wisdom that small production units possess a number of virtues and that special effort is warranted to promote the growth of this subsector. Such a view is acceptable, but in need of some refinement. It is the argument of this paper that for each country there exists an optimum size distribution of firms. This optimum is determined at any point in time by technological factors and by the pattern of demand. Owing to market imperfections and government policies that are biased with respect to scale, observed shares of output and employment in many underdeveloped countries are heavily skewed toward large scale enterprise. This malproportionality is strikingly evident in the case of Kenya.
