Available in PDF, EPUB and Kindle. Book excerpt: The Small Arms Survey 2014 considers the multiple roles of women in the context of armed violence, security, and the small arms agenda. The volume's thematic section comprises one chapter on violence against women and girls - with a focus on post-conflict Liberia and Nepal - and another on the recent convergence of the small arms agenda with that of women, peace and security. Complementing these chapters are illustrated testimonies of women with experience as soldiers, rebels and security personnel. The 'weapons and markets' section assesses the potential impact of the Arms Trade Treaty, presents the 2014 Transparency Barometer and an update on the authorised small arms trade, and analyses recent ammunition explosions in the Republic of the Congo. Additionally, it examines ammunition circulating in Africa and the Middle East, maps the sources of insurgent weapons in Sudan and South Sudan, and evaluates crime gun records in the United States.

Book excerpt: Traditional analyses of global security cannot explain the degree to which there is "governance" of important security issues -- from combatting piracy to curtailing nuclear proliferation to reducing the contributions of extractive industries to violence and conflict. They are even less able to explain why contemporary governance schemes involve the various actors and take the many forms they do. Juxtaposing the insights of scholars writing about new modes of governance with the logic of network theory, The New Power Politics offers a framework for understanding contemporary security governance and its variation. The framework rests on a fresh view of power and how it works in global politics. Though power is integral to governance, it is something that emerges from, and depends on, relationships. Thus, power is dynamic; it is something that governors must continually cultivate with a wide range of consequential global players, and how a governor uses power in one situation can have consequences for her future relationships, and thus, future power. Understanding this new power politics is crucial for explaining and shaping the future of global security politics. This stellar group of scholars analyzes both the networking strategies of would-be governors and their impacts on the effectiveness of governance and whether it reflects broad or narrow concerns on a wide range of contemporary governance issues.

Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Arms Trade Treaty became binding international law in late 2014, and although the text of the treaty is a relatively concise framework for assessing whether to authorize or deny proposed conventional weapons transfers by States Parties, there exists controversy as to the meaning of certain key provisions. Furthermore, the treaty requires a national regulatory body to authorize proposed transfers of conventional weapons covered by the treaty, but does not detail how such a body should be established and how it should effectively function. The Arms Trade Treaty: A Commentary explains in detail each of the treaty provisions, the parameters for prohibitions or the denial of transfers, international cooperation and assistance, and implementation obligations and mechanisms. As states ratify and implement the Treaty over the next few years, the commentary provides invaluable guidance to government officials, commentators, and scholars on the meaning of its contentious provisions. This volume describes in detail which weapons are covered by the treaty and explains the different forms of transfer that the Arms Trade Treaty regulates. It covers international human rights, trade, disarmament, humanitarian law, criminal law, and state-to-state use of force, as well as the application of the treaty to non-state actors.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses how progress in disarmament diplomacy in the last decade has improved human security. In doing so, the book looks at three cases of the development of international norms in this arena. First, it traces how new international normative understandings have shaped the evolution of and support for an Arms Trade Treaty (the supply side of the arms trade); and, second, it examines the small arms international regime and examines a multilateral initiative that aims to address the demand side (by the Geneva Declaration); and, third, it examines the evolution of two processes to ban and regulate cluster munitions. The formation of international norms in these areas is a remarkable development, as it means that a domain that was previously thought to be the exclusive purview of states, i.e. how they procure and manage arms, has been penetrated by multiple influences from worldwide civil society. As a result, norms and treaties are being established to address the domain of arms, and states will have more multilateral restriction over their arms and less sovereignty in this domain. This book will be of much interest to students of the arms trade, international security, international law, human security and IR in general. Denise Garcia is Assistant Professor in the Department of Political Science at Northeastern University, Boston. She is author of Small Arms and Security (Routledge 2006).

This book was released on 2012-08-30 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Small Arms Survey 2012 seeks to increase our scrutiny of what is changing, and not changing, in relation to armed violence and small arms proliferation. Chapters on firearm homicide in Latin America and the Caribbean, drug violence in selected Latin American countries and non-lethal violence worldwide illustrate that security is a moving target; armed violence, both lethal and non-lethal, continues to undermine the security and wellbeing of people and societies around the world. The goal of curbing small arms proliferation, embodied in the UN Programme of Action, appears similarly elusive. Chapters on illicit small arms in war zones, trade transparency, Somali piracy and the 2011 UN Meeting of Governmental Experts highlight some of the successes, but also the continuing challenges, in this area. Country studies on Kazakhstan and Somaliland, along with the final instalment of the authorized transfers project, round out the 2012 edition.
