Das erste Kapitel befasst sich mit den Begriffen Bildung, Schlüsselqualifikationen und Kompetenz. Hierzu werden verschiedene Konzepte und Definitionen gegenübergestellt, um letztendlich die Anforderungen einer modernen Wissensgesellschaft an ihre Menschen darstellen zu können. Das zweite Kapitel stellt die in PISA getesteten Basiskompetenzen (Lesekompetenz, Mathematische Kompetenz, Naturwissenschaftliche Kompetenz) dar. Zusätzlich wird das Konzept der Problemlösungskompetenz beispielhaft für den Bereich der Fächerübergreifenden Kompetenzen erläutert.
