This book was released on 2013-06-03 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Public Administration Select Committee (PASC) calls for a "wiki" approach to policy-making, where public opinion, ideas and contributions are sought and welcome at any and all stages of the policy cycle. The Government should be able to demonstrate that it has adopted this approach alongside ministerial leadership and responsibility for policy and its outcomes. All policy making carries risks: a lack of appetite for participation, disappointment arising from unrealistic expectations and the dominance of vested interests. Government must frankly assess and address these risks in relation to open policy making. Digital technology has a significant role to play in opening up policy-making. Government could and should go further and embrace radical and innovative approaches, making use of existing platforms and technologies, such as Twitter. The success and impact of public engagement in policy-making must be effectively measured. Government must able to demonstrate value for money and improved outcomes with this new approach, particularly in a time of austerity. The Committee says proposals for both "open" and "contestable" policy-making demonstrate that Government recognises the value of public opinion in helping to identify problems and develop solutions. However, for open policy-making to work, it must be a genuine departure from more traditional forms of policy-making, where public engagement has usually only occurred after the Government has already determined a course of action. Care must be taken to ensure that open policy-making processes are not dominated by vested interests or 'the usual suspects' who are aware of policy 'opportunities'.

Available in PDF, EPUB and Kindle. Book excerpt: This book brings together leading figures in democratic reform and civic engagement to show why and how better state-citizen cooperation is necessary for achieving positive social change. Their contributions demonstrate that, while protest and non-state action may have their place, citizens must also work effectively with public bodies to secure sustainable improvements. The authors explain why the problem of civic disengagement poses a major threat, highlight what actions can be taken, and suggest how the underlying obstacles to democratic cooperation between citizens and state institutions can be overcome across a range of policy areas and in varied national contexts.

Available in PDF, EPUB and Kindle. Book excerpt: Science and innovation have the power to transform our lives and the world we live in - for better or worse – in ways that often transcend borders and generations: from the innovation of complex financial products that played such an important role in the recent financial crisis to current proposals to intentionally engineer our Earth’s climate. The promise of science and innovation brings with it ethical dilemmas and impacts which are often uncertain and unpredictable: it is often only once these have emerged that we feel able to control them. How do we undertake science and innovation responsibly under such conditions, towards not only socially acceptable, but socially desirable goals and in a way that is democratic, equitable and sustainable? Responsible innovation challenges us all to think about our responsibilities for the future, as scientists, innovators and citizens, and to act upon these. This book begins with a description of the current landscape of innovation and in subsequent chapters offers perspectives on the emerging concept of responsible innovation and its historical foundations, including key elements of a responsible innovation approach and examples of practical implementation. Written in a constructive and accessible way, Responsible Innovation includes chapters on: Innovation and its management in the 21st century A vision and framework for responsible innovation Concepts of future-oriented responsibility as an underpinning philosophy Values – sensitive design Key themes of anticipation, reflection, deliberation and responsiveness Multi – level governance and regulation Perspectives on responsible innovation in finance, ICT, geoengineering and nanotechnology Essentially multidisciplinary in nature, this landmark text combines research from the fields of science and technology studies, philosophy, innovation governance, business studies and beyond to address the question, “How do we ensure the responsible emergence of science and innovation in society?”

Available in PDF, EPUB and Kindle. Book excerpt: Risk Research: Practices, Politics and Ethics offers a collection of essays, written by a wide variety of international researchers in risk research, about what it means to do risk research, and about how – and with what effects – risk research is practiced, articulated and exploited. This approach is based upon the core assumption that: to make a difference in the study of risk, we must move beyond what we usually do, challenging the core assumptions, scientific, economic and social, about how we study, frame, exploit and govern risk. Hence, through a series of essays, the book aims to challenge the current ways in which risk-problems are approached and presented, both conceptually by academics and through the framings that are encoded in the technologies and socio-political and institutional practices used to manage risk. In addressing these questions, the book does not attempt to offer a model of how risk research 'should' be done. Rather, the book provides, through illustration, a challenge to the ways in which risk research is framed as 'problem-solving.' The book's ultimate objective aims to increase critical debate between different disciplines, approaches, concepts and problems.
