Book excerpt: This book analytically reviews the impact of the global anti-money laundering and counter-terrorist financing (AML/CFT) framework on the compliance trajectory of a number of jurisdictions to this framework. The work begins by examining the international financial sector reform and its evolution to inculcate the global framework for AML/CFT regulations. It challenges the resulting uniform AML/CFT due to its paradoxical impact on the compliance trajectory of African countries and emerging economies (ACs/EEs). This is done through an examination of the pre-conditions for effective regulation and compliance drivers for ACs/EEs that reveals the behavioural impact of the AML/CFT standards on the bloc of countries. Through the application of agency theory, it explores the relationship between ACs/EEs on the one hand and the international financial institutions that formulate, disseminate and facilitate compliance with the global framework for AML/CFT standards on the other. The remaining chapters review empirically the compliance pressures and resulting compliance trajectory of ACs/EEs with the AML/CFT standards. The final part of the book provides a detailed explanation of the compliance challenges of ACs/EEs and the legitimacy concerns that facilitate this. This book offers a new direction on the impact of global AML/CFT standards on ACs/EEs and contributes to the understanding of the conditions under which the global standards are likely to facilitate proactive compliance within these blocs of countries. As such it will be a valuable resource for academics, researchers and policy-makers working in this area.

Book excerpt: With the European Union ́s upcoming eastern enlargement, Europe is confronted with the necessity of creating security and stability beyond the EU borders in Eastern and Southeastern Europe. This task includes not only numerous risks but also opportunities to face the challenges of the 21st century. This volume provides policy-oriented recommendations and differentiated assessments for all nine states and entities of the region, as well as for the policy areas of governance, economy and security. The authors explore the unintended consequences and side-effects of massive support for reforms and external influence on weak states. A concept for a "Mulit-Layered Europe" is developed for the strategic dilemmas concerning the current debate on "Wilder Europe". The unique alliance between analytical output and strategic thinking makes the book valuable for the academic community and for persons responsible for Europe ́s future. The volume is one of two from a joint project on "Security in Europa and beyond its borders" of the Bertelsmann Foundation in Guetersloh and the Center for Applied Policy Research in Munich.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive and comparative examination of Islamic radicalisation in the Muslim regions of the former Soviet Union since the end of Communism. Since the 1990s, the ex-Soviet Muslim Volga-Urals, Caucasus and Central Asia have been among the most volatile and dynamic zones of Islamic radicalisation in the Islamic East. Although partially driven by a wider Islamic resurgence which began in the late 1970s in the Middle East, the book argues that radicalisation is a post-Soviet phenomenon triggered by the collapse of Communism, and the break-up of the de facto unitary Soviet empire. The book considers the considerable differences in perceptions and manifestations of radical Islam in the republics, as well as the level of its doctrinal and political impact. It demonstrates how the particular histories of the regions’ Muslim peoples - especially the length and depth of their Islamisation - have influenced the nature and scope of their radicalisation. Other significant factors include the mobilising power of the global jihadist network, and most significantly the level of social and economic hardship. Based on extensive empirical research including interviews with leading members of the political and religious elite, the Islamist opposition as well as ordinary muslims, the book reveals how unofficial radical Islam has turned into a potent ideology of social mobilisation. It identifies the different dynamics at work and how these relate to each other, assesses the level of foreign involvement and evaluates the implications of the rise of Islamic radicalism for particular post-Soviet states, post-Soviet Eurasia and the wider international community.

Book excerpt: The Putin and Bush presidencies, the 9/11 attack, and the war in Iraq have changed the dynamics of Russian-European-US relations and strained the Western alliance. Featuring contributions by leading experts in the field, this work is the first systematic effort to reassess the status of Russia's modernization efforts in this context. Part I examines political, economic, legal, and cultural developments in Russia for evidence of convergence with Western norms. In Part II, the contributors systematically analyze Russia's relations with the European Union, Eastern Europe, Central Asia, and the United States in light of new security concerns and changing economic and power relationships.
