But comparatively little attention has been paid to a crucial component of intercultural cooperation on the key global security issues facing the world today: that between and among the United States, Russia, and China. This book examines key security issues of the day from the perspectives of those three powers. From an American perspective, Russia represents an erstwhile enemy of the Cold War era who has the potential to become an ally, while China is poised to become either an enemy, an ally, or an economic rival, depending on whom you listen to. From a Russian perspective, the United States is a former ally during World War II turned Cold War enemy turned lone superpower, with the potential for cooperation and conflict, while China has always embodied both ally and rival, even during the Communist era. To the Chinese, who have had rivalries and cooperative relations with both powers, the United States is currently a valued supplier of both raw materials and a vast market for Chinese goods, while Russia and the United States are rivals in the scramble for influence in the Middle East and elsewhere. With such a complicated history and with a future fraught with all sorts of possibilities, how can these three key powers cooperate in managing and responding to global security threats and terrorism? This book examines key issues of the day, including the threat posed by al Qaeda, WMD, energy security, environmental security, ethnic and religious conflicts, and a nuclear North Korea, from the perspectives of the United States, Russia, and China. Each chapter is written by scholars from at least two of the three countries. Book excerpt: Until the end of the Cold War, terrorism was a phenomenon practically unknown in the Soviet Union. The chaotic disappearance of the Union of Soviet Socialist Republics (USSR) resulted, among other developments, in two wars in North Caucasus and subsequent waves of terrorism in the region and terrorist attacks in Moscow. The demise of the USSR also weakened the organizations responsible for the security and law and order of Russia-a phenomenon rarely understood in the West. Russia and the United States are the priority targets for many radical Islamic groups. The two countries should be able, in theory at least, to cooperate closely against many terrorist groups. However, several issues, which each country sees as important, make this cooperation very difficult and occasionally impossible. In the post-communist, unipolar world, the United States was the dominant power, which paid little attention to the views and opinions of other countries. This attitude was particularly strongly resented in Russia, accustomed to its status of an equal security and military power. The United States failed to appreciate the changes in the Russian Federation and still does not always accept that repetitive public criticism of Russia's democratic deficit can be counterproductive. Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya are examined as a case study. In so doing, this study has wider implications for how we read Russia as a security actor through an approach that emphasises the importance of taking into account its security culture, the interconnection between internal/external security priorities and the dramatic changes that have taken place in Russia’s conceptions of itself, national and security priorities and conceptualisation of key security issues, in this case Chechnya. These aspects of Russia’s security agenda remain somewhat of a neglected area of research, but, as argued in this book, offer structuring and framing implications for how we understand Russia’s position towards security issues, and perhaps those of rising powers more broadly. This book will be of much interest to students of Russian security, critical security studies and IR.
