Book excerpt: The coronavirus disease (COVID-19) pandemic has seen governments across developing Asia move significant amounts of capital into relief efforts that have saved countless lives and livelihoods. Many global thinkers are advocating the critical role of green infrastructure in supporting economic growth and livelihoods, while safeguarding the Paris Agreement targets. This publication examines green and innovative finance mechanisms that can be incorporated into government recovery strategies to incentivize green infrastructure investment. These mechanisms can play a key role in catalyzing much-needed funds from private capital for a green and sustainable regional recovery.

Book excerpt: This report explains why strengthening the governance around public investment management is central to cutting inefficiencies and unblocking the climate finance needed to narrow Asia and the Pacific’s gaping infrastructure gap. Outlining how adaptation and mitigation should be woven into more inclusive investment planning, it explains why private investment should be combined with public resources to better tackle the climate and investment shortfall. It shows why a stronger understanding of climate data and risk analysis can help drive transparent and accountable climate-responsive investment in order to finance a solid pipeline of resilient infrastructure projects.

Available in PDF, EPUB and Kindle. Book excerpt: MSMEs are an important engine of economic growth and development due to their large share in total employment and their participation in production value chains and trade. However, they are often disadvantaged due to their small operational size and lack of financial resources, skills/knowledge, and outreach. These disadvantages are associated with: poor access to markets; low bargaining power with customers and suppliers leading to low product prices, high costs and lower profits; weak organizational capacities and low-skilled human resources; inadequate institutional support and networking; and difficulty accessing finance. With regard to the last point, governments and related agencies have devised mechanisms in recent decades to facilitate improved flows of finance to MSMEs, but many challenges remain. As this publication addresses, MSMEs are particularly vulnerable to the socio-economic crisis caused by the COVID-19 pandemic, as well as the policy responses enacted, and they require supportive policy measures from state agencies to cope. Indeed, the virus has helped expose those vulnerabilities, as MSMEs typically lack the additional resilience that comes from operating at scale, nor do they have diversified business models that make it easier to pivot. Yet the virus itself did not actually cause the unprecedented economic downturn; rather, governments strategically shut down their economies in order to battle the virus more effectively, rightly placing public health above economic well-being. The resulting economic crisis has thus been deliberately induced by policy-makers - a somewhat new phenomenon.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. This book addresses this situation by asking questions such as: • What is the central role of private finance in achieving the Paris Agreement targets? • What key policy levers and risk mitigation can governments use in an effort to unlock the potentials of private capital? • How can regionally coordinated actions hold significant promise for scaling up private investments?
