Schiff, Chairman of the Subcommittee, presiding. Mr. Schiff. Good morning, everybody. I would like to call the Subcommittee to order. I have a brief opening statement I would like to read into the record, and I will recognize our ranking member, Mr. Geren of Texas, for any opening statements he might like to make. We are here today to examine a report from the National Academy of Sciences Committee on Science Engineering and Public Policy, entitled "Reshaping Graduate Education of Scientists and Engineers." This report looks at the process by which scientists and engineers are educated and makes recommendations for preparing students for future success. I strongly believe that science and technological advances will eventually solve most of this country's social, economic, and environmental problems. I became a member of the Science Committee to ensure that the Federal Government's role in science is both adequate and beneficial. That said, I am pleased that the Subcommittee has this opportunity to examine the process of graduate education because of its critical link to ensuring that our Nation is able to meet these challenges with high technologies and advanced scientific solutions. The Ph.D.-level educated scientist and engineer plays a central role in the prosperity, security, and competitiveness of our Nation. Their successes are the Nation's successes. The Cosepup, which is the acronym for the committee report, urges that modifications be made to America's system of graduate education in order to ensure the future success of these individuals. This should be done not only because scientists and engineers will be employed to help solve the major social and economic concerns that we're facing, but also because today's Ph.D. candidate is tomorrow's educator.
