Book excerpt: In the terms of reference, the Under Secretary of Defense for Acquisition, Technology, and Logistics directed the task force "to conduct a comprehensive study of the ends and means of precision compellence, or the nuanced use of force, in concert with coalition partners, to achieve political, economic and moral change in countries affecting US interests." Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. Because of this evolution, it is no longer as necessary as it once was to sell the fundamental objectives of what we term here the discriminate use of force (DUF). The notion of using military force in discriminate fashion goes back at least to the teachings of Sun Tzu. In the past, however, the military tools available to political and military leaders rarely supported such an approach. As recent events have shown, this situation is changing. New precision and non-lethal weapons and emerging capabilities such as information dominance now enable the discriminate use of force. These emerging capabilities exist within a political context that requires the use of discriminate force. Moreover, destructive power alone is not sufficient to reach many U.S. goals, and it must be properly applied. Efficiency is one motivation. More significant is the need for discriminate use, particularly when multiple strategic and operational objectives are in tension.

Book excerpt: This document contains the final report of the DSB study on Defense Acquisition Reform (Phase II). The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The thrust of the Phase II effort was to further define these areas by examining specific industry segments, identifying specific combatant commands for increase responsibility in the requirements process, and further identification of the barriers to the adoption of commercial practices. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

Book excerpt: The current defense environment is such that acquisition budgets are low and likely to remain so, weapons system costs are high and rising, the traditional defense industrial base is steadily shrinking in both size and number of participants and military threats around the world are unpredictable and varied. Nevertheless, there are still compelling reasons to invest in force modernization and in affordable defense systems featuring technological superiority. In order to make this possible, more efficient use must be made of acquisition resources. A new weapons research and development process is required, able to supply effective hardware in small quantities, producible and supportable at affordable cost, with reduced cycle times. As an integral feature of the new process use must be made of world-class commercial suppliers. The advanced technology and efficiencies typical of commercial operations must be incorporated into the development process. In changing to and implementing the new system, the public trust must be retained throughout. Figures 1 and 2 illustrate this background to the DoD acquisition reform effort.

Book excerpt: The DSB Task Force on the Role of Autonomy in DoD Systems was asked to study relevant technologies, ongoing research, and the current autonomy-relevant plans of the Military Services, to assist the DoD in identifying new opportunities to more aggressively use autonomy in military missions, to anticipate vulnerabilities, and to make recommendations for overcoming operational difficulties and systemic barriers to realizing the full potential of autonomous systems. The Task Force has concluded that, while currently fielded unmanned systems are making positive contributions across DoD operations, autonomy technology is being underutilized as a result of material obstacles within the Department that are inhibiting the broad acceptance of autonomy and its ability to more fully realize the benefits of unmanned systems. Overall, the Task Force found that unmanned systems are making a significant, positive impact on DoD objectives worldwide. However, the true value of these systems is not to provide a direct human replacement, but rather to extend and complement human capability by providing potentially unlimited persistent capabilities, reducing human exposure to life threatening tasks, and with proper design, reducing the high cognitive load currently placed on operators/supervisors.Unmanned systems are proving to have a significant impact on warfare worldwide. The true value of these systems is not to provide a direct human replacement, but rather to extend and complement human capability in a number of ways. These systems extend human reach by providing potentially unlimited persistent capabilities without degradation due to fatigue or lack of attention. Unmanned systems offer the warfighter more options and flexibility to access hazardous environments, work at small scales, or react at speeds and scales beyond human capability. With proper design of bounded autonomous capabilities, unmanned systems can also reduce the high cognitive load currently placed on operators/supervisors. Moreover, increased autonomy can enable humans to delegate those tasks that are more effectively done by computer, including synchronizing activities between multiple unmanned systems, software agents and warfighters--thus freeing humans to focus on more complex decision making.1.0 Executive Summary * 1.1. Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.
