Available in PDF, EPUB and Kindle. Book excerpt: Although referendums have been used for centuries to settle ethnonational conflicts, there had yet been no systematic study or generalized theory concerning their effectiveness until Matt Qvortrup's Referendums and Ethnic Conflict. Qvortrup's study filled the gap with a comparative and empirical analysis of all the referendums held on ethnic and national issues from the French Revolution to the 2012 referendum on statehood for Puerto Rico. Drawing on political theory and descriptive case studies, the scholar created typologies of referendums that are held to endorse secession, redraw disputed borders, legitimize a policy of homogenization, or otherwise manage ethnic or national differences. He considered the circumstances that compel politicians to resort to direct democracy, such as regime change, and the conditions that might exacerbate a violent response. Qvortrup offers a clear-eyed assessment of the problems raised when conflict resolution is sought through referendum as well as the conditions that are likely to lead to peaceful outcomes. This updated and revised edition includes a new introduction bringing the general field to the present, as well as new specific sections on Scotland (2014), Catalonia (2017), and the Brexit vote in the United Kingdom (2016). The original work's political framework now also covers the literature on identity politics, online campaigning, the regulation of social media, and how referendums are used increasingly as populist devices. This edition also updates referendum results through the end of 2020.

Available in PDF, EPUB and Kindle. Book excerpt: Democracy is above all about majority rule. But which majority should rule if a part of a country wants to secede and become independent? Should the majority of the whole country decide? Or only the majority in the part that seeks to become independent be allowed to vote? Referendums and democracy have often been perceived to be almost incompatible with nationalism and ethnicity. Are they? Are there limits to democracy and the use of referendums? This book looks at these issues through a comprehensive study of the referendums held on ethnic and nationalist issues since the French Revolution. It analyses the pros and cons of referendums and presents a nuanced and up-to date tour d’horizon of the academic and scholarly writings on the subject by experts in international law, comparative politics and international law. This book was published as a special issue of Nationalism and Ethnic Politics.

Available in PDF, EPUB and Kindle. Book excerpt: Peace referendums', which seek to manage conflict between warring groups, are increasingly common. Yet they remain erratic forces--liable as often to aggravate as to resolve tensions. This book argues that, despite their risks, referendums can play useful roles amid armed conflict. Drawing on a distinctive combination of the fields of deliberative democracy, constitutional theory and conflict studies, and relying on comparative examples (eg, from Algeria, Colombia, New Caledonia, Northern Ireland, Papua New Guinea, and South Africa), the book shows how peace referendums can fulfil their promise as genuine tools of conflict management.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive summary and analysis of all the nationwide referendums since 1793. Referendums are ubiquitous and they are increasingly becoming vehicles for political change – or sometimes vehicles of conservatism. In 2016, for example, the voters in the United Kingdom caused a major upheaval when they voted for leaving the European Union. Later in the same year, a majority of the voters in Colombia rejected a peace plan carefully negotiated by the political elites to end decades of civil war. Were these decisions prudent? Why were these issues submitted to referendums? Why did the majority of voters vote against the governments’ recommendations? Have ‘the people’ had grown tired of the old political class? Was this a new tendency? These are some of the questions addressed in this new edition, which will be compulsory reading for anyone interested in or concerned about populism and democracy.

Available in PDF, EPUB and Kindle. Book excerpt: This revised and expanded edition analyses the factors conducive to holding independence and secession referendums, to winning these votes and to their status in domestic and international law. Taking into account the votes in Catalonia and Scotland, the book shows that votes on secession and independence are not a passing phenomenon but an important part of international politics. The book includes an overview of the history of referendums on independence and a summary of the legal issues involved in doing so, as well as a chapter on referendums in unrecognised states and case study chapters exploring referendums in Kosovo, Cyprus, Kurdistan and Somaliland amongst others. By considering the ethical arguments for secession and recognition, the legal norms governing the process, and the positive and political science theory of when would-be states succeed in becoming recognized by the international community, it shows the role of referendums in the process of establishing new states, and, as a corollary, their role (if any) winning international recognition for these states. This book will be of interest to all scholars and students of political science, law and even philosophy.
