Not only did the Supreme Court block some of his transformational experiments, but he also faced serious opposition within his own party. Conservative Democrats such as Senators Walter George of Georgia and Millard Tydings of Maryland allied themselves with Republicans to vote down New Deal bills. Susan Dunn tells the dramatic story of FDRÕs unprecedented battle to drive his foes out of his party by intervening in Democratic primaries and backing liberal challengers to conservative incumbents. Reporters branded his tactic a ÒpurgeÓÑand the inflammatory label stuck. Roosevelt spent the summer months of 1938 campaigning across the country, defending his progressive policies and lashing out at conservatives. Despite his efforts, the Democrats took a beating in the midterm elections. The purge stemmed not only from FDRÕs commitment to the New Deal but also from his conviction that the nation needed two responsible political parties, one liberal, the other conservative. Although the purge failed, at great political cost to the president, it heralded the realignment of political parties that would take place in the 1960s, 1970s, and 1980s. By the end of the century, the irreconcilable tensions within the Democratic Party had exploded, and the once solidly Democratic South was solid no more. Based upon archival and published sources, the work describes the events in the Bolshevik Party leading up to the Great Purges of 1937-1938. Professor Getty concludes that the party bureaucracy was chaotic rather than totalitarian, and that local officials had relative autonomy within a considerably fragmented political system. The Moscow leadership, of which Stalin was the most authoritarian actor, reacted to social and political processes as much as instigating them. Because of disputes, confusion, and inefficiency, they often promoted contradictory policies. Avoiding the usual concentration on Stalin's personality, the author puts forward the controversial hypothesis that the Great Purges occurred not as the end product of a careful Stalin plan, but rather as the bloody but ad hoc result of Moscow's incremental attempts to centralise political power.

I am quite aware that this attitude of "neutrality" may be criticized, not only by many ex-Resistance men who have become dis gusted with the alleged softness of the purge, but also by many others who appear equally dismayed about its severity. For purposes of comparison, readers who are familiar with action against collaborators in other countries - such as France, Italy, or the Balkans - may note that the Dutch purge was not dominated by considerations of party politics. All Dutchme- employers and workers, Protestants and Catholics, Conservatives and Socialists - had been united in their resistance against the enemy. Consequently, disagreements about purge measures did not follow class, religious, or party lines. The few Dutch Commu nists had never been able to dominate the Resistance; neither were they able to exploit the purge for their purposes. Thus, in Holland problems of collaboration and purge could be studied in their purest form, without consideration of other factors.
