Book excerpt: Promotion of the low risk “ABC” behaviors—Abstinence, Being faithful, and Condom use—has had only limited success in Africa. This book draws on a large qualitative study affiliated with an adolescent intervention trial to examine how ABC promotion can be improved. It evaluates the MEMA kwa Vijana sexual health program, which was implemented in 62 primary schools and 18 health facilities in rural Tanzania, scrutinizing its teacher-led curriculum, peer education, youth-friendly health services, youth condom distribution, and community mobilization components. The book examines how implementing such a low-cost, large-scale program involved many compromises, including those between national policies and international “best practice” recommendations, between the most desirable intervention design and one that was affordable and sustainable at a large scale, between optimal teaching methods and real-world teaching capacity, between ideal curriculum content and what was acceptable to the local community, and between adults’ values and youths’ realities. The program’s impact is evaluated by triangulating findings from three person-years of participant observation, in-depth interviews, survey interviews, and biomedical tests. The book also provides in-depth case studies to examine the motivations and strategies of extraordinary young people who practiced ABC behaviors. It outlines broad principles for ABC promotion, including: acknowledging existing youth sexual relationships; promoting each low risk behavior in complexity and depth; working with preexisting, culturally compelling motivations; and intervening at individual, interpersonal, community, and structural levels. Many recommendations for the promotion of specific ABC behaviors are discussed, such as reducing pressures and incentives for girls to have sex; targeting male risk-perception and self-preservation; promoting alternative forms of masculinity than sexual conquest; strengthening premarital and marital relationships; tailoring fidelity programs for hidden couples, couples planning to marry, and monogamous and polygynous married partners; and addressing pleasure, trust, pregnancy prevention, and fertility protection in condom promotion. The book concludes with additional recommendations specific to school programs, and a review of promising complementary interventions for out-of-school youth, women, men, couples, and parents.

South Africa's national HIV/AIDS prevention strategy targets youth to encourage behavior change, particularly through the school system. This motivates the question of this analysis: "Does education affect risky sexual behavior among youth?" The Cape Area Panel Study surveyed 4800 Cape Town youth ages 14-22 from 2002-2006 and included questions regarding their sexual behavior and attitudes. Risky sexual behavior is measured through condom usage, number of sexual partners and age of first sexual intercourse. This study finds education is only significant in increasing age of first sex and promoting condom usage, although by very small magnitudes. Education had no effect on the number of sexual partners. Magisterial districts and being African were found to be statistically significant in behavior change in condom usage and have large magnitudes. Given these results, the South African government can consider the importance of targeting HIV/AIDS prevention information to specific districts and population groups.

Book excerpt: The "Super Girl [Super Go]" campaign was first implemented in Côte d'Ivoire in 2009 with funding from the US President's Emergency Plan for AIDS Relief (PEPFAR) and USAID. The campaign urges PEPFAR's preferred solution to the prevention of HIV: the ABCső, or abstinence, being faithful, and condom usage. In 2004, George W. Bush's proposed PEPFAR legislation was signed into law, with a goal that 20% of total funding be allocated for prevention in targeted countries including Côte d'Ivoire. In 2006, the legislation specified one-third of all prevention funding be spent on abstinence-until-marriage programs. Between 2004 to 2013, PEPFAR directed $1.4 billion of funding in sub-Saharan Africa on programming promoting abstinence until marriage. Even after 2008, when stipulations requiring focus on AB rather than C of the ABCs were loosened, PEPFAR continued to channel millions to abstinence campaigns. My paper will center on "Super Girl" TV spots and a photo novella that advise girls and young women to instigate necessary changes in their sexual behavior and to forge companionate heterosexual relationships in the name of a future, a "Life" that is "built together." This future is figured as monogamous, modern, and "empowered,"ő the alternative as shameful and risky threat to individual and communal security and health. Existing scholarship has critiqued HIV prevention approaches focusing on individual self-discipline. Here, I shift to analyze how the "Super Girl" campaign dovetails with ongoing political and economic crises in Côte d'Ivoire. During a period of intense contentions over voting rights and presidential candidacy in the country, the "Super Girl" media reinforces exclusionary conceptions of reproductive legitimacy as central to life, health, future, and belonging.

Existing strategies tend to require expensive, time-consuming analytical procedures. In countries that have achieved significant declines in HIV prevalence, young people have registered the biggest behavioural changes. It means they hold the keys not only to our understanding of the epidemic, but more importantly, to the efforts required to stem the tide of infections. However, the majority of young people are ignorant of how to prevent transmission, have low compliance to condom use, which is in some cases accentuated by misconceptions about HIV/AIDS transmission and have insufficient knowledge regarding transmission and avoidance behaviours. As such, consensus on feasible preventive interventions target young people, particularly those in schools. It is on this premise that the book unlocks the key pillars in effective HIV/AIDS education policies and practices.The study has drawn upon the experiences of selected Urban Schools in Malawi to explore the needs of young people in classroom, the extent to which the classroom practices respond to the needs, and the factors influencing these using questionnaires, interviews, lesson observations, and document analysis. Malawi typically represents most Sub Saharan African countries in terms of challenges faced by education systems. Given the similar cultural settings of the people of Sub Saharan Africa, the findings and recommendations of the study generalises to the education systems of Sub Saharan Africa to a greater extent. The book shows the need for open discussion climates on HIV/AIDS issues despite a conservative cultural and religious adult world that is not open. It has also identified a need for explicit and accurate knowledge on HIV/AIDS issues, opportunities to acquire behavioural skills for HIV prevention, and involvement of external speakers in classroom HIV/AIDS education.Current classroom practice does not address the pupils‘ needs adequately. Factors influencing this can be linked to lack of policies responsive to culture and religion, ineffective and inadequate teaching policy guidelines, and lack of a policy prioritising HIV/AIDS education. The findings suggest that in future, effective HIV/AIDS Education needs to be informed by the pupils’ needs. To address these needs, support from the wider society and related policies, coupled with appropriate management and classroom practice will be required.
