Book excerpt: Government departments have been set targets for implementing efficiency gains of £21.5 billion a year by 2007-08, as part of the Treasury's Efficiency Programme following on from the recommendations of the Gershon Review of public sector efficiency (available at http://www.hm-treasury.gov.uk./spending_review/spend_sr04/associated_documents/spending_sr04_efficiency.cfm) published in July 2004. This NAO report examines the progress made towards improving efficiency and highlights examples of good practice from which departments and the wider public sector can learn. A companion volume of case studies is available separately (HCP 802-II, session 2005-06, ISBN 0102937095). The report finds that good progress is being made towards achieving the £21.5 billion target and departments are managing their efficiency programmes well. However, some caution is needed in assessing the gains reported so far (due to the time lags in reporting of data and limitations in measurement methodologies) and therefore these should be considered provisional and subject to further verification. Six key areas are highlighted for future improvements in public sector efficiency, including in relation to strategic leadership, staff expertise and greater collaboration to share good practice across the public sector.

This NAO report sets out eight case studies which highlight examples of good practice in improving efficiency gains drawn from both the public and private sectors. These include the lessons learned from efficiency programmes undertaken by the Canadian and German governments to improve public services; local council strategies in Southwark and Merton; as well as initiatives implemented by companies such as BT and Asda Wal-Mart. The main report, which examines the progress made across government so far towards achieving efficiency targets, is available separately (HCP 802-I, session 2005-06, ISBN 0102937087).

Book excerpt: Government departments have been set targets for implementing efficiency gains of £21.5 billion a year by 2007-08, as part of the Treasury's Efficiency Programme, in line with the recommendations of the Gershon Review of public sector efficiency. Following on from a NAO report (HC 802-I, session 2005-06; ISBN 0102937087) published in February 2006, the Committee's report examines the measurement of efficiency gains, the early implementation of the Programme and the longer-term embedding of efficiency in departments and the wider public sector. Findings include: that the Programme is broader in scope than previous efficiency initiatives and the reporting process has made efficiency a priority for senior managers in departments. However, the great majority of projects carry a high or medium risk of reported gains not representing real efficiencies, and while progress has been made, reported gains should continue to be considered as provisional. The report also raises concerns over the lack of transparency by the Treasury and the Office of Government Commerce in failing to provide information on the likelihood of departments achieving their efficiency targets; and that service quality needs to be measured robustly to ensure the Programme achieves true efficiencies rather than just cuts in public services.
