Balanced political decisions to curb both greenhouse gas emissions and emissions of air pollution are thus essential to the Nordic countries. The foundation for making well-informed decisions on policies and measures are accurate and well-founded national emission inventories. This policy brief summarizes a Nordic collaboration to improve the knowledge base of the Nordics national emission inventories on heavy metals and persistent organic pollutants.

The overall objective of this project is to improve the Nordic emission inventories of SLCPs. This report presents a summary of results and highlights from four reports produced in the project. The topics cover results from a measurement programme that provided SLCP and PM2.5 emission factors for typical Nordic residential biomass combustion technologies, it covers emission projections and efficient measures to reduce emissions of SLCPs beyond current projections, and also presents results from investigating the potentials for reducing the health and climate impacts of residential biomass combustion.

They also have a potential for emissions reductions of CO2 and local pollutants. However, savings from lower prices could lead to increased emissions from increased demand of the services (particularly transport) and increased spending on other goods and services. Depending on how consumers spend their savings, these changes could partly, wholly or more than offset the initial emission reductions. The impacts on overall CO2 emissions depend on whether the emissions are taxed, part of the emissions trading system EU ETS or not regulated at all.
