Available in PDF, EPUB and Kindle. Book excerpt: Much of late-nineteenth-century American politics was parade and pageant. Voters crowded the polls, and their votes made a real difference on policy. In Party Games, Mark Wahlgren Summers tells the full story and admires much of the political carnival, but he adds a cautionary note about the dark recesses: vote-buying, election-rigging, blackguarding, news suppression, and violence. Summers also points out that hardball politics and third-party challenges helped make the parties more responsive. Ballyhoo did not replace government action. In order to maintain power, major parties not only rigged the system but also gave dissidents part of what they wanted. The persistence of a two-party system, Summers concludes, resulted from its adaptability, as well as its ruthlessness. Even the reform of political abuses was shaped to fit the needs of the real owners of the political system--the politicians themselves.

Book excerpt: The advice given to Cicero by his astute, campaign-conscious brother to prepare him for the consular elections of 64 B.C., has a curiously modern ring: "Avoid taking a definite stand on great public issues either in the Senate or before the people. Bend your energies towards making friends of key-men in all classes of voters." Party Politics in the Age of Caesar is a shrewd commentary on this text, designed to clarify the true meaning in Roman political life of such terms as "party" and "faction." Taylor brilliantly explains the mechanics of Roman politics as she discusses the relations of nobles and their clients, the manipulation of the state religion for political expedience, and the practical means of delivering the vote.

Available in PDF, EPUB and Kindle. Book excerpt: One of Germany's leading historians presents an ambitious and masterful account of the years encompassing the two world wars Characterized by global war, political revolution and national crises, the period between 1914 and 1945 was one of the most horrifying eras in the history of the West. A noted scholar of modern German history, Heinrich August Winkler examines how and why Germany so radically broke with the normative project of the West and unleashed devastation across the world. In this total history of the thirty years between the start of World War One and the dropping of atomic bombs on Hiroshima and Nagasaki, Winkler blends historical narrative with political analysis and encompasses military strategy, national identity, class conflict, economic development and cultural change. The book includes astutely observed chapters on the United States, Japan, Russia, Britain, and the other European powers, and Winkler's distinctly European perspective offers insights beyond the accounts written by his British and American counterparts. As Germany takes its place at the helm of a unified Europe, Winkler's fascinating account will be widely read and debated for years to come.

Book excerpt: Mrs Dalloway, Virginia Woolf's fourth novel, offers the reader an impression of a single June day in London in 1923. Clarissa Dalloway, the wife of a Conservative member of parliament, is preparing to give an evening party, while the shell-shocked Septimus Warren Smith hears the birds in Regent's Park chattering in Greek. There seems to be nothing, except perhaps London, to link Clarissa and Septimus. She is middle-aged and prosperous, with a sheltered happy life behind her; Smith is young, poor, and driven to hatred of himself and the whole human race. Yet both share a terror of existence, and sense the pull of death. The world of Mrs Dalloway is evoked in Woolf's famous stream of consciousness style, in a lyrical and haunting language which has made this, from its publication in 1925, one of her most popular novels.

Available in PDF, EPUB and Kindle. Book excerpt: At the root of America’s broken politics is hyperbolic partisanship. It distorts perceptions, inflames disagreements, and poisons the democratic process. Citizens pine for a time when liberals and conservatives compromised with one another—or they yearn for a post-partisan future when the common good trumps ideology and self-interest. Russell Muirhead argues that better partisanship, not less partisanship, is the solution to America’s political predicament. Instead of striving to overcome our differences, we should learn how to engage them. The political conflicts that provide fodder for cable news shows are not simply manufactured from thin air. However sensationalized they become in the retelling, they originate in authentic disagreements over what constitutes the common welfare. Republicans vest responsibility in each citizen for dealing with bad decisions and bad luck, and want every individual and family to enjoy the benefits of good decisions and good luck. Democrats ask citizens to stand together to insure one another against the worst consequences of misfortune or poor judgment, and especially to insure children against some of the consequences of their parents’ bad decisions or lack of opportunities. These are fundamental differences that fantasies of bipartisan consensus cannot dissolve. Disagreement without parties is disempowering, Muirhead says. The remedy is not for citizens and elected officials to learn to “just get along” but for them to bring a skeptical sensibility even to their own convictions, and to learn to disagree as partisans and govern through compromise despite those disagreements.
