However, little is known about parenting styles and related outcomes, much less the coverage and effectiveness of various parenting education approaches. In 2013, the Government of Indonesia commissioned the World Bank to review existing programs and make recommendations to strengthen its parenting education system. This report synthesizes international research while providing detailed information on the seven agencies currently providing parenting education programs in Indonesia, collected from interviews, reports, and data presentations in 2013 and early 2014. Four government ministries and three non-governmental organizations currently offer programming: Ministry of Health, Ministry of Education and Culture, Ministry of Social Affairs, Family Planning Board, Plan, Save the Children, and World Vision. The report notes the commonalities in current program structures and approaches, then articulates recommendations to create a more cohesive and effective system with adequate coverage. In terms of content, authors recommend that providers choose a narrow and meaningful set of messages for respective programs, and enhance content for particularly vulnerable families, such as those with children with disabilities or dealing with chronic illness, natural disaster, conflict, and so forth. To strengthen program design and delivery, eight recommendations emerge, such as articulating measurable goals, ensuring active learning, encourage in-session practice, improving training and compensation for facilitators, and increasing the use of technology. The report includes a matrix of short-term (1-2 years) and medium-term (3-5 years) steps to build a coordinated system of parenting education that involves four areas of action: (1) create the framework; (2) develop an enabling environment; (3) conduct the research; and (4) implement and refine programming. Steps are both simultaneous and sequential and should lead to increased coverage and quality of programs within 5 years.

Book excerpt: Since the early 2000s, Indonesia has taken a number of steps to prioritize early childhood development - ranging from the inclusion of Early Childhood Development (ECD) in the National Education System Law No. 20 in 2003 to a Presidential Declaration on Holistic and Integrated ECD and the launch of the country's first ever ECD Census in 2011. These policy milestones have occurred in parallel with sustained progress on outcomes included in the Millennium Development Goals, including for child malnutrition, child mortality and universal basic education. Additional progress could be achieved by strengthening ECD policies further. This report presents findings from an assessment of ECD policies and programs in Indonesia based on two World Bank tools: the ECD module of the Systems Approach for Better Education Results (SABER) and a guide on essential interventions for investing in young children. Results from the application of both tools to Indonesia are used to suggest a number of policy options for consideration.

The study offers data on all aspects of health and development in a sample of rural young children, collected with internationally-validated measures, as well as household information, information about parenting practices including feeding patterns, parent questionnaires, and data on the prevalence and distribution of ECED services. The data reported in this book is based on a sample of more than 6,000 Indonesian children living in 310 poor villages, including two age cohorts (aged 1 and 4 years old when data were first collected on their development in 2009). From the start, the project aimed not only to support service provision but also to support the development of national standards, build national and district capacity, and encourage the establishment of a system of ECED quality assurance, efforts that are still in process. Few such analyses have been done with such a large sample and with multiple measures. These design features allow a high level of confidence in the results that are reported. The lessons from this book will help to inform not only this project’s further implementation but ECED initiatives in Indonesia and around the world. Thus, the results presented in this book are of significance for researchers, policy-makers, and practitioners within and beyond Indonesia. The experiences and research results discussed here are especially relevant for: • Researchers in early childhood development and program evaluation; • Policymakers within and beyond Indonesia; • Providers of early childhood services; • Professional development providers; and • Advocates for quality early childhood services.

The idea behind school-based man¬agement reform is that devolving responsibility to schools and to those who use the schools will improve ac¬countability, transparency and ensure that resources are allocated properly. In this way, the quality of education will improve and so will learning. However, evidence on the effective¬ness of school-based management remains mixed and parental involve¬ment is often weak. Evaluating different approaches for strengthening account¬ability and transparency in education is critical to making schools successful to improve learning. In Indonesia, the World Bank worked with the government to set up and evaluate alter¬native ways to improve parents' knowledge of and involvement in the management of money that the government gives to schools for operational costs. The evaluation found that direct approaches, like inviting parents to a meeting or sending text messages, led to improvement in parental knowledge and ac¬tions, while sending home brochures and letters didn't lead to any changes. As countries, including Indonesia, continue to rely on school-based management to improve accountability and learning, the evaluation shows that getting parents and communities involved, and making sure they are informed, may require more intensive efforts.

On one hand, it is child’s right to develop themselves through education, adequate nutrition, caring from parents, as well as proper environment for their growth. On the other hand, poverty seems preventing children to have a decent growth. They even have to work in their earlier age not only as an added or substitute worker, but also as a permanent worker to help their family’s economy. Many policies and government intervention has been raised to tackle this phenomenon. However, recent research outcome found that poverty is not solely as a main factor that affects working children present in the family. This study tries to find the correlation between parents’ perception on return to education and parents’ characteristics, namely, parents’ health status, parents’ residence, as well as parents’ presence in the family, on the probability children will work. Using Heckman two-step model to calculate the return to education and probit regression on probability children will work, we found that return to education indeed has significant negative relationship on working children. This implies that an increase in return to education will reduce the probability that children have to work. Moreover, the significant positive relationship with parents’ residence and parents’ health condition proved that if a household experienced a “shock” situation such as parents’ absenteeism in the family or parents’ sickness, will increase the probability that children have to work. After all, combination policies to raise the importance of education as well as the availability of formal insurance are needed.
