Book excerpt: The recent empowerment of the European Parliament makes this a timely study of the impact of its internal organisation on legislative politics, interest representation and democracy within the Union. Using data on all legislators and legislative proposals in the 6th parliamentary term, the book confronts alternative theories of legislative organisation in rigorous statistical analyses supported by rich interview information. The findings indicate that the internal setup and legislative output of the parliamentary committees serve the policy goals of parties in the European Parliament, and in particular the working majority party, rather than special interests or purely informational needs, which the author explains with the formal and informal parliamentary rules. As the committees advance party politics instead of particularistic policies, she concludes that legislating within the committees is positive for democracy in the European Union and raises concerns about the loss in transparency, legitimacy and accountability that the increasingly common fast-track bicameral decision-making outside the committees entails.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

Book excerpt: This broad-ranging text examines the political dynamic of the European Parliament (EP), showing how the EP is a key component of the political system of the EU. It looks at how, and how effectively, the parliament translates citizen demands into policies, and, in so doing, contributes to wider debates around democracy and legitimacy in the EU.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the development of the European Parliament’s (EP) committees and their relationship with national political parties in the light of the EP’s increased legislative role over the last three decades. The book argues that national parties have a greater incentive to care about what goes on in the EP given the growth in its legislative power. Because most of the EP’s detailed legislative work takes place in its committees, national parties should be concerned about their involvement with the EP’s committee system. Based on extensive original research, this book shows how the EP’s committees have changed over time in response to legislative empowerment and analyzes how national parties and individual MEPs use the committee system to further their policy goals. The book makes a theoretical contribution by providing an explanation for the variation in powers of committees between separated and fused systems of government and by adapting theories of legislative organization developed in the context of the US Congress, to the EP. The European Parliament’s Committees will be of interest to students and scholars studying the European Parliament, EU institutions, policy-making, and the development of legislatures and political parties.

Book excerpt: With the stability of the European Union under threat and tensions between the national and supranational increasing, what will happen to the EU party system? For the internationalist European left, European integration and the role of transnational parties represent a central contention and concern. In May 2004, the European radical left, representing parties to the left of social democracy and the Green party family, created the transnational European Left Party (EL), uniting parties like the German Die Linke, Italian Rifondazione Comunista and Greek Syriza. In 2009, the EL fought the European Parliament elections on the basis of a common manifesto, emerging over the last decade as an apparently stable actor at EU level. As the first detailed study of the EL this book analyses the role of the party in European politics and the politics of the European radical left. What challenges will the EL have to overcome in order for it to become a significant force for the creation of a genuine, democratic European polity? To what degree has the EL enabled an increase in the electoral or policy influence of the radical left in Europe? Written by two of the foremost experts on the European left, this book is essential reading to those interested in how the left has fared in post-crisis Europe.

Book excerpt: Taking as its starting point the major issues of democracy which are the ongoing concerns of every liberal Western political system, this volume offers a wide-ranging review of democracy in the European Union. It treats the EU as a new type of political system within the tradition of parliamentary democracies, a system which is neither federal nor intergovernmental, and which consequently has unique problems of how to handle democratic requirements. Part One deals with the two major challenges of interest articulation in the EU, political parties and lobbying. The second part discusses how democracy becomes the key element in the linkage between the EU and its member states, focusing on France, Italy and Belgium where the r
