Book excerpt: This Selected Issues paper analyzes the various transmission channels of the Syrian crisis—though quantification is hampered by the lack of reliable data—with focus on the impact on fiscal performance and labor markets; it also takes stock of international donor efforts to date. The paper also provides overviews of main effects on Lebanon’s economy, the expenditure pressures associated with the refugee presence, the impact on poverty and inequality, and the added strains on labor markets. A section of the paper describes the response by the international community to help Lebanon cope with the Syrian crisis. Absent additional international support, the needs of both refugees and affected Lebanese communities will not be met. Sound government policies—including implementation of a concerted policy framework to deal with refugee issues and a commitment to fiscal discipline—will send credible signals to donors and help mobilize budget support. Tackling the unprecedented refugee crisis requires strong international support. There has been a large international humanitarian response, but much more is needed.

Book excerpt: 'Options for Lebanon' aims at an in-depth examination of the policy options available to help overcome the multi-faceted political, economic, and social crisis that continues to engulf Lebanon nearly fifteen years after the conclusion of the Taif agreement in 1989. Though remarkable in ending the cycles of violence that had ravaged this country since 1975, Taif dramatically failed to put Lebanon on the track of state-building. Politics in Lebanon are still dominated by parochial concerns and sectarian interests, neither the successive governments nor most of the opposition groups have been seriously engaged in formulating national policies capable of confronting the new, and often structural, problems of post-war Lebanon. Therefore, this book purports to show that credible policy options to deal with these problems do exist and that change is possible provided that the political will to do so exists as well.

Book excerpt: This new, thoroughly updated third edition of Bradt’s Lebanon remains the only English-language guide dedicated to the smallest country on the Asian continent. Comprehensively updated throughout to reflect recent economic, political and social changes, it includes revised and new listings for hotels, restaurants, and what to see and do, catering for all types of travellers and budgets. Although only half the size of Wales, Lebanon offers extraordinary diversity. Some of the world’s oldest human settlements, including the Phoenician ports of Tyre and Byblos – two of Lebanon’s five World Heritage sites – sit alongside modern Beirut. The absorbing capital is popular for its world-renowned cuisine, eclectic nightlife, mosaic of peoples and kaleidoscope of religions. In Lebanon's second city, Tripoli, busy medieval souks are watched over by a vast Crusader castle. Nearby, snow-capped mountains and the lush Qadisha Valley with its snaking river and waterfalls provide entertainment for skiers and hikers (the latter also well served by the Lebanon Mountain Trail, which runs virtually the length of the country). Three hundred days of sunshine per year makes Lebanon a ‘go anytime’ destination, with the Mediterranean coastline particularly drawing sun-seekers and watersports enthusiasts. Wildlife-lovers can enjoy Shouf Biosphere Reserve (with its famed cedar trees, the national emblem) and the Aammiq Wetlands, while Lebanon has become a major destination for religious tourism, and vinophiles can visit numerous Bekaa Valley wineries of international repute. Bradt's Lebanon offers detailed coverage of areas ignored by other guides, particularly the country’s south, as well as more extensive cultural and practical information. New for this edition are specialist features on aspects of Lebanese cultural life, additional background information, updates on work to rebuild Beirut following the 2020 explosion, extended and revised coverage of the Aammiq Wetlands, new and updated maps, and new visitor attractions including the MIM mineral museum and the Middle East’s first chocolate museum, both in Beirut. With a comprehensive language appendix covering both Arabic and French, detailed historical and religious background that helps visitors travel with awareness and sensitivity, and in-depth travel information, Bradt's Lebanon is an indispensable practical companion to visiting this excitingly varied country.

Available in PDF, EPUB and Kindle. Book excerpt: What is the future of the oil and gas sector in Lebanon? Following the recent discovery of these valuable resources in the southern Mediterranean, including in the Cypriot and Israeli offshore reserves, the possibility of Lebanon also becoming a petroleum-producing country has been raised. This collection of essays addresses the major challenges and opportunities that accompany the country's hope to join the petroleum club. Covering the key policy issues - from Lebanon's susceptibility to the oil curse, to the environmental risks of production - this book brings together expert analysis to offer answers at the institutional level. Of central importance, the contributors argue, is that for Lebanon to benefit from the discovery of petroleum, it must first reform its institutions with the full support of the voting public and civil society. Combining rigorous quantitative and qualitative research, the Lebanese Center for Policy Studies has produced here an essential book that puts petroleum in Lebanon, and the important questions that come with it, within a global perspective.

Available in PDF, EPUB and Kindle. Book excerpt: In Spheres of Intervention, James R. Stocker examines the history of diplomatic relations between the United States and Lebanon during a transformational period for Lebanon and a time of dynamic changes in US policy toward the Middle East. Drawing on tens of thousands of pages of declassified materials from US archives and a variety of Arabic and other non-English sources, Stocker provides a new interpretation of Lebanon’s slide into civil war, as well as insight into the strategy behind US diplomatic initiatives toward the Arab-Israeli conflict. During this period, Stocker argues, Lebanon was often a pawn in the games of larger powers. The stability of Lebanon was an aim of US policy at a time when Israel’s borders with Egypt and Jordan were in active contention. Following the June 1967 Arab-Israeli War, the internal political situation in Lebanon became increasingly unstable due to the regional military and political stalemate, the radicalization of the country’s domestic politics, and the appearance of Palestinian militias on Lebanese territory. US officials were more deeply involved in Lebanese affairs than most outside the region realized. After a series of internal crises in 1969, 1970, and 1973, civil war broke out in Lebanon in 1975. The conflict reached a temporary halt after a Syrian military intervention the following year, but this was only an end to the first stage of what would be a sixteen-year civil war. During these crises, the US sought to help the Lebanese government in a variety of ways, including providing military aid to the Lebanese military, convincing Arab countries to take measures to help the Lebanese government, mediating Lebanon’s relations with Israel, and even supporting certain militias.
