Hoping to put an end to the dominant-party system of Uganda – where President Yoweri Museveni and his National Resistance Movement had ruled since 1986 – in 2008, four parties of the opposition gathered under the banner of the Inter-Party Cooperation (IPC). Their intention was to field a single candidate for the 2011 general election, but the IPC collapsed five months before the election day. Through an analysis of official documents, media reports and primary data obtained from interviews with party leaders, this ePaper examines the dynamics of the negotiations which led to the formation and collapse of this coalition. It argues that the claims by party leaders that the coalition fell because of disagreements over whether or not to participate in the elections are but a veil to cover the much deeper relationship issues between coalition members, in which the real explanation for the IPC’s demise lies. Through identifying common grounds between former coalition members, this ePaper proposes new avenues for further cooperation between opposition parties. Among the several lessons to be drawn from the IPC’s downfall, the author emphasises the need for confidence building measures, in order to deal with the underlying feelings of mistrust among members.

Book excerpt: This work looks at the political transformation and the changes which have taken place in Uganda since the country won independence in October 1962. It is a work of history and political analysis; it is also a comparative study of the governments and regimes the country has had, starting with the democratic dispensation under Prime Minister - later President - Milton Obote that degenerated into authoritarian rule shortly after independence, followed by brutal dictatorship under Idi Amin and the short-lived regimes after his ouster; the return of Obote to the presidency after rigged elections in 1980, a period of conflict including civil war waged by his opponents, especially Yoweri Museveni; the usurpation of power by Museveni in 1986 whose ouster of the short-lived military regime of Tito Okello culminated in the establishment of a "people's government" - "the people are sovereign," Museveni proclaimed on assuming power - but which was essentially authoritarian and quasi-military in nature under his unique political system of no-party democracy; its gradual evolution into a limited form of democracy, including participation of opposition parties in elections years later, although the political landscape continued to be dominated by Museveni's ruling National Resistance Movement (NRM) which dictated terms of electoral contests instead of having an independent electoral commission comprising representatives of all political parties and other groups. Among all the East African countries which originally constituted the East African Community (EAC) - Kenya, Uganda and Tanzania - Uganda has had the most turbulent history since independence. The three countries virtually constituted a single community during British colonial rule and after independence when they were linked by economic ties. They had a common market, a common currency, and common services including posts and telecommunications, the East African Airways (EAA), and the East African Railways and Harbours Corporation (EAR&HC) under the auspices of the East African Common Services Organisation (EACSO) based in Kenya's capital Nairobi which became the de-facto capital for the entire region. The EACSO was later transformed into the East African Community (EAC). Arusha, in northern Tanzania, became the capital of the East African Community. Its goals include formation of an East African federation under one government. Uganda emerged from years of civil war, brutal dictatorships including Amin's bloody reign of terror to become one of the most stable and most prosperous countries in the history of post-colonial Africa. Its transformation into a true democracy will be another important milestone not only for the country but for the entire East African region and the whole continent. The book is intended for members of the general public and the academic community. It can be used for regional and development studies and for African studies in general.

In light of this, the democratization process envisaged at the time of independence has been frustrated. The author sets out to unravel the cause of that frustration and impasse by tracing the beginning of Uganda's political institutions, particularly the central government organs established in the last century. The new institutions and political organs were basically designed to forge Uganda ahead as a united and stable nation. An attempt is made to critically examine the foundations upon which these institutions were built. It is argued that the institutions were laid under a hostile environment of political diversity and multicultural heritage without an inbuilt balancing mechanism. Accordingly the book recounts the difficult process of nation building undertaken in Uganda, with particular emphasis on the problems encountered in reconciling the new political institutions with the entrenched conservative traditional institutions in the South of the country (the Buganda Agreement of 1900 and other agreements with the kingdoms of Ankole, Tooro and Bunyoro). The author acknowledges the contribution made by the leaders of various political parties towards the task of nation building. It was a task undertaken amidst forces of feudalism and religious animosity. They were men and women of extraordinary foresight who had a clear vision of a new independent Uganda curved out of peoples of diverse cultural backgrounds. This book provides yet another vision of the future and suggests ideas of how to overcome the political impasse that has bedeviled the country since independence.
