Book excerpt: This volume comprises a selection of works presented at the Numerical and Evolutionary Optimization (NEO 2016) workshop held in September 2016 in Tlalnepantla, Mexico. The development of powerful search and optimization techniques is of great importance in today’s world and requires researchers and practitioners to tackle a growing number of challenging real-world problems. In particular, there are two well-established and widely known fields that are commonly applied in this area: (i) traditional numerical optimization techniques and (ii) comparatively recent bio-inspired heuristics. Both paradigms have their unique strengths and weaknesses, allowing them to solve some challenging problems while still failing in others. The goal of the NEO workshop series is to bring together experts from these and related fields to discuss, compare and merge their complementary perspectives in order to develop fast and reliable hybrid methods that maximize the strengths and minimize the weaknesses of the underlying paradigms. In doing so, NEO promotes the development of new techniques that are applicable to a broader class of problems. Moreover, NEO fosters the understanding and adequate treatment of real-world problems particularly in emerging fields that affect all of us, such as healthcare, smart cities, big data, among many others. The extended papers presented in the book contribute to achieving this goal.

Book excerpt: The neo-Weberian state constitutes an attempt to combine the Weberian model of administration with the principles laid down during the retreat from the bureaucratic management paradigm (new public management and public governance). The concept of neo-Weberian state involves changing the model of operation of administrative structures from an inward-oriented one, focused on compliance with internal rules, into a model focused on meeting citizens’ needs (not by resorting to commercialisation, as is the case with new public management, but by building appropriate quality of administration). This book discusses the context of the neo-Weberian approach and its impact on the processes of societal transformation. Further, it identifies and systematises the theoretical and functional elements of the approach under consideration. This volume includes comparative analyses of the neo-Weberian state and public management paradigms. In the empirical part of the work, its authors review selected policies (economic, innovation, industrial, labour, territorial, urban management, and health) from the perspective of tools typical of the neo-Weberian approach. This part also includes a critical scrutiny of changes which have taken place in the framework of selected policies in recent decades. The study assesses the appropriateness of the neo-Weberian approach to the management of public affairs regarding countries which have modernised their public administrations in its spirit. One of the aims of this analysis is to answer the question whether the application of neo-Weberian ideas may result in qualitative changes in the context of public policies. The final part of the book covers implications for public management resulting from the concept of neo-Weberian state. Book excerpt: The Neo-Assyrian empire — the first large empire of the ancient world — has attracted a great deal of public attention ever since the spectacular discoveries of its impressive remains in the 19th century. The southwestern part of this empire, located in the lands of the Bible, is archaeologically speaking the best known region in the world, and its history is described in a plethora of texts, including the Hebrew Bible. Using a bottom-up approach, Avraham Faust utilises this unparalleled information to reconstruct the outcomes of the Assyrian conquest of the region and how it impacted the diverse political units and ecological zones that comprised it. In doing so, he draws close attention to the transformations the imperial take-over brought in its wake. His analysis reveals the marginality of the annexed territories in the southwest as the empire focused its activities in small border areas facing its prospering clients. A comparison of this surprising picture to the information available from other parts of the empire suggests that the distance of these provinces from the imperial core is responsible for their fate. This sheds new light on factors influencing imperial expansion, the considerations leading to annexation, and the imperial methods of control, challenging old conventions about the development of the Assyrian empire and its rule. Faust also examines the Assyrian empire within the broader context of ancient Near Eastern imperialism to answer larger questions on the nature of Assyrian domination, the reasons for its harsh treatment of the distant provinces, and the factors influencing the limits of its reach. His findings highlight the historical development of imperial control in antiquity and the ways in which later empires were able to overcome similar limitations, paving the way to much larger and longer-lasting polities.

By means of claims of authenticity and the distribution of imaginaries of a homogenous desirable alternative to everyday concerns, as well as invoking an imperial past at the national level. In this mode of thinking, shaped around a polarised worldview, Republican ideals serve as a counter-image to the promoted splendour and harmony of the Ottomans. Yet, the stereotypical gender roles inextricably linked with this neo-Ottoman imaginary remain largely unacknowledged, dissimulated in the construction of the desire of an idealised past. Our adaption of a cultural studies perspective in this volume puts special emphasis on agency, gender, and authority. It provides a shared ground for the interrogation, through the contributions comprising this project of knowledge production about the past in light of what constitutes acceptable legitimacy in interpreting not only the canonical literature, but history at large.

This cultural history of Barry’s afterlives in Victorian to contemporary (neo-Victorian) life-writing (‘biographilia’) examines the textual and performative strategies of biography, biofiction and biodrama of the last one and a half centuries. In exploring the varied reconstructions and re-imaginations of the historical personality across time, the book illustrates (not least with its cover image) that the ‘real’ James Barry does not exist, any more than does the ‘faithful’ biographical, biofictional or biodramatic rendering of a life in a generically ‘stable’ and discrete form. What Barry represents and how he is represented invariably pinpoints the imaginative, the speculative and the performative: reflections and refractions in the looking glass of genre. Just as ‘James Miranda Barry’, as a subject of cultural inquiry, comes into being and remains in view in the act of crossing gender, so neo-Victorian life-writing constitutes itself through similar acts of boundary transgression. Transgender thus finds its most typical expression in transgenre.

As a result, the dialects are now highly endangered. The dialects exhibit a remarkable diversity of structures. For these reasons the research of Neo-Aramaic is of importance for more general fields of linguistics, in particular language typology and historical linguistics.
