Book excerpt: As we reach its 60th anniversary, NATO a security alliance of 28 countries from North America and Europe - remains the principal security instrument of the transatlantic community and the expression of its common democratic values. However, the NATO today is not longer that of 1949. After the collapse of communism and the Soviet Union, NATO had to reinvent itself politically for the initial challenges of the post-Cold War era. In the space of a decade NATO successfully transformed itself from a North American-Western European Alliance focused exclusively on territorial defence into a pan-European institution with new members stretching from the Baltic to the Black Sea. NATO s missions have changed and its structures have been reformed accordingly. It has had to adapt to the changing world and changing threats such as terrorism, the proliferation of weapons of mass destruction, transnational trafficking, piracy, cyber attacks or climate change. Sixty years after its foundation NATO has not become rusty or outdated. On the contrary, in the new security environment its role has increased. NATO remains the pre-eminent institutional framework for the USA, Canada and Europe not just to consult together, but also to act together. NATO s key stabilising role in the Balkans and, more recently, in Afghanistan; its role in fighting terrorism; and the continuing interest on the part of several nations in joining NATO, all demonstrate that the Alliance is very much in demand. The Post-Cold War enlargement and the Alliance s future reflects upon NATO s achievements and setbacks at the time that explores the challenges that lie ahead in the future of the most successful military Alliance of the modern Euro-Atlantic history and beyond. This book is a must-have for those interested in international relations, global security and defence issues. Book excerpt: As the North Atlantic Treaty Organization celebrates its 60th birthday, there are mounting signs of trouble within the alliance and reasons to doubt the organization's relevance regarding the foreign policy challenges of the 21st century. Today's NATO is a bad bargain for the United States. We have security obligations to countries that add little to our own military power. Even worse, some of those countries could easily entangle America in dangerous parochial disputes. It is time to terminate this increasingly dysfunctional alliance.

Book excerpt: On April 3 and 4, 2009, the heads of state and government of the 26 members of the North Atlantic Treaty Organization (NATO) will meet in Strasbourg, France, and Kehl, Germany for a summit marking the 60th anniversary of the alliance. The summit will be one of three stops on President Obama's first official visit to Europe as President. Alliance leaders are expected to use the anniversary summit to pay tribute to NATO's past achievements and to reaffirm their commitment to the alliance as the preeminent transatlantic security framework. They will also complete a new round of NATO enlargement, seek common positions on the range of challenges currently facing the alliance, and begin to set the parameters for NATO's future direction. The key issue facing the alliance is the ongoing mission in Afghanistan, where allied governments are struggling to reach a strategic consensus on how to stabilize the country. The deteriorating security situation in the country has caused many to question the ability of NATO's International Security Assistance Force (ISAF) to achieve its objectives and has exposed rifts within the alliance as to ISAF's mission and the appropriate means to accomplish it. NATO's strained relations with Russia are a second ...

Book excerpt: NATO's success in Afghanistan--or lack thereof--will have significant implications for the alliance itself. The authors examine current mission in light of NATO's history and with an eye toward the future. NATO faces a long and daunting list of issues that extends beyond the borders of the member countries. The alliance must confront them, however, because failure to do so would risk its long-term success and sustainability.

Book excerpt: Following the launch of Sputnik, the North Atlantic Treaty Organization became a prominent sponsor of scientific research in its member countries, a role it retained until the end of the Cold War. As NATO marks sixty years since the establishment of its Science Committee, the main organizational force promoting its science programs, Greening the Alliance is the first book to chart NATO’s scientific patronage—and the motivations behind it—from the organization’s early days to the dawn of the twenty-first century. Drawing on previously unseen documents from NATO’s own archives, Simone Turchetti reveals how its investments were rooted in the alliance’s defense and surveillance needs, needs that led it to establish a program prioritizing environmental studies. A long-overlooked and effective diplomacy exercise, NATO’s “greening” at one point constituted the organization’s chief conduit for negotiating problematic relations between allies. But while Greening the Alliance explores this surprising coevolution of environmental monitoring and surveillance, tales of science advisers issuing instructions to bomb oil spills with napalm or Dr. Strangelove–like experts eager to divert the path of hurricanes with atomic weapons make it clear: the coexistence of these forces has not always been harmonious. Reflecting on this rich, complicated legacy in light of contemporary global challenges like climate change, Turchetti offers both an eye-opening history of international politics and environmental studies and a thoughtful assessment of NATO’s future.
