Book excerpt: This paper examines the broad U.S. National Security Objective of "Promoting Democracy" in the context of Sub-Saharan Africa. Forty-eight independent nations make up the region of Sub Saharan Africa. Within this region there are over 700 ethnic groups with almost as many different dialects. With this vast diversity in the region, "promoting democracy" faces a myriad of challenges. The U.S. National Security Strategy defines three classes of national interests: vital, important, and humanitarian. Using the definitions found in the NSS, it is unlikely that any U.S. interests in Sub-Saharan Africa would be considered "vital". While this "Cold War" paradigm of prioritizing interests was useful during the era of the U.S. and Soviet competition, the global challenges the U.S. faces in the 21st Century are much more diverse and dynamic. U.S. national interests would be better served if viewed within a broad strategic context in which regional instability is a threat to our security and national well-being. Within this framework, democracy and good governance in Sub-Saharan Africa emerge as a vital U.S. regional interest. While most Africans desire democratic government, the challenges to establishing and maintaining democracy in the Sub-Saharan region run deep. Tribal culture, regional conflicts, humanitarian crises, and the legacy of colonialism are all sources of instability presenting challenges to African democracy. Understanding these challenges is the first step toward framing an effective U.S. regional policy.

Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

These are the ones who have, for long, captured and hijacked state power and the resources of the country for their exclusive use.

Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.
