At the present time, eighteen states and the District of Columbia have enacted legislation concerning the use of mobile telephones by drivers of motor vehicles. The existing state laws vary greatly and are summarised in this book. Fifty-three pieces of legislation have been introduced in 2004 in twenty-six states and the District of Columbia concerning the use of mobile telephones by drivers of motor vehicles. The current status of state legislation is summarised state by-state in this book. The book includes a bibliography of other books regarding this issue, as well.

In keeping with the National Highway Traffic Safety Administration's distraction plan (Overview of the National Highway Traffic Safety Administration's Driver Distraction Program, April 2010, DOT HS 811 299), the agency continues to refine collection of information about the role of distracted driving in police-reported crashes.
