Available in PDF, EPUB and Kindle. Book excerpt: Researching and manufacturing fighters, ships, and tanks are only part of the picture for defense contracts. Contracting for services accounts for over 41 percent of DoD contract obligations in 2018. Services include maintaining equipment, moving people and things, creating software, providing server space, and construction. Service contracting is challenging as services can be difficult to define and measure. But services are increasingly central to the U.S. economy. The Department of Defense seeks to attract new firms that will increase its speed and agility—many of these firms are service providers, e.g., data analytics or cloud computing. CSIS looked at a million contracts to evaluate how three factors influence performance: 1.service complexity 2.contract-management capacity 3.vendor’s history working with a DoD contracting office The existing data fails to explain large differences in contract office performance. More DoD transparency about contracting office capacity could help make a case for further investments. The report also found that when vendors and contracting offices have a longer history, they tend to have better results. That means DoD needs to think not only about recruiting new partners, but also about helping them succeed.

Available in PDF, EPUB and Kindle. Book excerpt: For manufacturers of complex engineering equipment, the focus on service and achieving outcomes for customers is the key to growth. Yet, the capability to provide service for complex engineered products is less understood. Taking a trans-disciplinary approach, Complex Engineering Service Systems covers various aspects of service in complex engineering systems, with perspectives from engineering, management, design, operations research, strategy, marketing and operations management that are relevant to different disciplines, organisation functions, and geographic locations. The focus is on the many facets of complex engineering service systems around a core integrative framework of three value transformations – that of material/equipment, information and people. Complex Engineering Service Systems is the outcome of the EPSRC/BAE Systems S4T (Service Support Solutions: Strategy and Transition) research programme of 10 universities and 27 researchers, which examined how high-value manufacturers of complex engineering products adapt to a multi-partnered environment to design and deliver value in a service system. Complex Engineering Service Systems aims to be the main source of knowledge for academics and professionals in the research and practice of contracting, managing, designing, leading, and delivering complex engineering service systems. The book takes a value-based approach to integrating equipment and human factors into a total service provision. In doing so, it aims to advance the field of service systems and engineering.

Given the serious budget pressures facing the nation, it is critical that DoD obtain value when buying these services. Yet DoD does not always use sound practices when acquiring services, and the dep¿t. lacks sufficient people with the right skills to support its acquisitions. This report addresses challenges facing DoD in measuring the value from and risks associated with its contracting for services. Specifically it focuses on: (1) challenges DoD faces in following sound contract and contracting management practices; and (2) recent actions DoD has taken to improve its management of service contracting. Book excerpt: Almost 80% of CEOs say that their organization must get better at managing external relationships. According to The Economist, one of the major reasons why so many relationships end in disappointment is that most organizations 'are not very good at contracting'. This ground-breaking title from leading authority IACCM (International Association for Contract and Commercial Management) represents the collective wisdom and experience of Contract, Legal and Commercial experts from some of the world s leading companies to define how to partner for performance. This practical guidance is designed to support practitioners through the contract lifecycle and to give both supply and buy perspectives, leading to a more consistent approach and language that supports greater efficiency and effectiveness. Within the five phases described in this book (Initiate, Bid, Development, Negotiate and Manage), readers will find invaluable guidance on the whole lifecycle with insights to finance, law and negotiation, together with dispute resolution, change control and risk management. This title is the official IACCM operational guidance and fully supports and aligns with the course modules for Certification.
