Book excerpt: This book is about measuring innovation, not just in the business sector but in every sector of the economy, using, for the first time, an internationally agreed general definition of innovation. The resulting indicators can be used to inform policy development, and offer a better understanding of the impact of the innovation policy of governments, the strategy of businesses and the practice of households, in a more digital economy. Innovation is a systems phenomenon and systems provide a structure throughout the book.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a critical re-examination of the Innovation Union Scoreboard (IUS) as the main tool used by the European Commission and other policy-making bodies to measure national innovation capacity. Given that contemporary societies and economies are to a great extent characterised by the processes of production, dissemination and application (re-combination) of knowledge, the accurate monitoring and measurement of R&D efficiency and innovation performance on national, regional and firm level are of outmost importance. The contextual reconstruction of the model of indicators used by IUS reveals that the accuracy and validity of measurement are not satisfactory, and that substantial modifications of metrics are needed to achieve stronger theoretical significance and policy-relevance. In this work, the »epistemic turn« is emphasised and offered as an alternative, namely in the sense of the shift from a mechanicist-positivist orientation toward a more reflective and contextual post-positivist approach.

Book excerpt: Because of the role of innovation as a driver of economic productivity and growth and as a mechanism for improving people's well-being in other ways, understanding the nature, determinants, and impacts of innovation has become increasingly important to policy makers. To be effective, investment in innovation requires this understanding, which, in turn, requires measurement of the underlying inputs and subsequent outcomes of innovation processes. In May 2016, at the request of the National Center for Science and Engineering Statistics of the National Science Foundation, the Committee on National Statistics of the National Academies of Sciences, Engineering, and Medicine convened a workshop - bringing together academic researchers, private and public sector experts, and representatives from public policy agencies - to develop strategies for broadening and modernizing innovation information systems. This publication summarizes the presentation and discussion of the event.

Available in PDF, EPUB and Kindle. Book excerpt: It is widely accepted that innovation is key to economic growth. Countries where research and innovation are high on the national agenda are best suited to prosper in the knowledge-based economy. Conversely, countries whose economies are mainly dependent on natural resources and basic industries tend to lack competitiveness and flexibility in adapting to changing global trends. The Organisation for Economic Co-operation and Development (OECD) has long been concerned with the measurement of research and experimental development (R&D) and innovation activities. Under apartheid rule South Africa was barred from participating in OECD activities. Shortly after the advent of democracy in South Africa in 1994 the then Department of Arts, Culture, Science and Technology (now the Department of Science and Technology) initiated the process of applying for observer status on the OECD Committee for Scientific and Technological Policy. South Africa gained observer status in 1998. In March 2001, the Department and the OECD jointly hosted an international seminar in Pretoria on the measurement of innovation activities in OECD and non-OECD countries. This book is a collection of selected papers that were presented at the seminar by leading international and South African experts in innovation measurement. The chapters reflect various aspects of the measurement of innovation and how these measurements are applied in different countries. The volume contributes to the debate that exists between developing and developed countries on their approaches to the measurement of innovation.
