Book excerpt: Do audit cultures deliver greater responsibility, or do they stifle creative thought? We are all increasingly subjected to auditing, and alongside that, subject to accountability for our behaviour and actions. Audit cultures pervade in the workplace, our governmental and public institutions as well as academia. However, audit practices themselves have consequences, beneficial and detrimental, that often go unexamined. This book examines how pervasive practices of accountability are, the political and cultural conditions under which accountability flourishes and the consequences of their application. Twelve social anthropologists look at this influential and controversial phenomenon, and map out the effects around Europe and the Commonwealth, as well as in contexts such as the European Commission, the International Monetary Fund and Academic institutions. The result provides an excellent insight into auditing and its dependence on precepts of economic efficiency and ethical practice. This point of convergence between these moral and financial priorities provides an excellent opening for debate on the culture of management and accountability.

Book excerpt: In this new century, the relentless appeal of national self-determination has moved beyond decolonisation. A large group of de facto states, would-be sovereignties, now seek international recognition. In some cases these 'nations in waiting' have already established the exclusivity of their writ on the ground and wait only for the outside world to come to terms with the realities of their existence. In others, there are powerful external players who could undermine their claims on one hand or ensure their success on the other. The cases described in this book are to be found throughout the world: Abkhazia and Chechnya in the Caucasus; Kosovo, Montenegro, Republika Srpska, and Transnistria in eastern Europe; Palestine and the Turkish Republic of Northern Cyprus in the Middle East; Somaliland in Africa; and Bougainville in the Pacific. Are these isolated voices or a harbinger of things to come? Their demands for separate statehood have breached the orthodoxies of territorial integrity and eroded the taboos of secession. Other large states, such as Indonesia, Nigeria, and the Sudan, also teeter on the brink of disintegration.

Available in PDF, EPUB and Kindle. Book excerpt: Most World War II submarine stories are glorifications of war written by submarine captains about their own boats. But the USS Pampanito was not a typical submarine. The sub and its crew caused plenty of destruction, but they found the pinnacle of their honor and fame in a dramatic sea rescue. Gregory F. Michno relates the experiences of the crewmen—both enlisted men and officers—who served on the USS Pampanito. The Pampanito story begins with the boat's construction in 1943, continues through its six combat missions, and concludes with its decommissioning after the war in 1945. The heart of the book is the September 12, 1944, attack on a Japanese convoy carrying English and Australian POWs from the Burma-Siam Railway (of Bridge on the River Kwai fame) to prison camps in Japan. The Pampanito helped sink two of the prison ships, unwittingly killing hundreds of Allied soldiers, but then returned to rescue the survivors. The crew picked a record seventy-three men from the sea.

Book excerpt: Australian whistleblowers take us into a world of wrong-doing that few of us know or want to believe exists. This is a provocative analysis of the degeneration of public ethics in Australia, carried on the wings of case studies of Australians who have blown the whistle in order to improve ethical standards and suffered terribly for their efforts.
