Book excerpt: Planning is not a technical and value free activity. Planning is an overt political system that creates both winners and losers. The Planning Polity is a book that considers the politics of development and decision-making, and political conflicts between agencies and institutions within British town and country planning. The focus of assessment is how British planning has been formulated since the early 1990s, and provides an in-depth and revealing assessment of both the Major and Blair governments' terms of office. The book will prove to be an invaluable guide to the British planning system today and the political demands on it. Students and activists within urban and regional studies, planning, political science and government, environmental studies, urban and rural geography, development, surveying and planning, will all find the book to be an essential companion to their work.

Available in PDF, EPUB and Kindle. Book excerpt: Collaborative democracy—government with the people—is a new vision of governance in the digital age. Wiki Government explains how to translate the vision into reality. Beth Simone Noveck draws on her experience in creating Peer-to-Patent, the federal government's first social networking initiative, to show how technology can connect the expertise of the many to the power of the few. In the process, she reveals what it takes to innovate in government. Launched in 2007, Peer-to-Patent connects patent examiners to volunteer scientists and technologists via the web. These dedicated but overtaxed officials decide which of the million-plus patent applications currently in the pipeline to approve. Their decisions help determine which start-up pioneers a new industry and which disappears without a trace. Patent examiners have traditionally worked in secret, cut off from essential information and racing against the clock to rule on lengthy, technical claims. Peer-to-Patent broke this mold by creating online networks of self-selecting citizen experts and channeling their knowledge and enthusiasm into forms that patent examiners can easily use. Peer-to-Patent shows how policymakers can improve decisionmaking by harnessing networks to public institutions. By encouraging, coordinating, and structuring citizen participation, technology can make government both more open and more effective at solving today's complex social and economic problems. Wiki Government describes how this model can be applied in a wide variety of settings and offers a fundamental rethinking of effective governance and democratic legitimacy for the twenty-first century.

Book excerpt: In this book, a team of scholars from five universities shows how new experiments in growth management can reinvigorate land use planning and help local governments find new solutions to the problems caused by growth and change. Drawing on evidence from five states and scores of cities and counties, the authors show why the benefits of growth are not automatic. Much depends on how well states craft growth management legislation, how amply programs are funded, and how dedicated state officials are to working with localities. By building on these findings, they conclude, states and localities can improve their chances for coping successfully with land use change.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: In this book, discover the first new major government system to be developed in centuries, a form of government that also functions as its own think tank. This book was many years in the making. Some lyrics in the song "Revolution" by the Beatles can be interpreted to mean that any revolution without a new plan is pointless. This interpretation challenged FitzMaurice to create a new and better plan for governments. The result he calls "Ocean Government." The excuses end now. For the right method to use to cause a revolution, visit http: //www.aeinstein.org/. For the right method to use to rule after the revolution, use this book. Why fight to develop your own system to govern people, when you can save yourself the time and effort with a system that's easy to implement and use? Learn the Ocean Government system, and learn how to govern anything in the best possible way.Ocean Government is advantageous for governing countries, corporations, colleges, communes, co-operatives, clubs, churches, temples, institutions, schools, and organizations of any kind. This structure is diagramed at every level to make it easy to understand, apply, and reference. You begin with springs feeding tributaries. You move to tributaries feeding streams and then to streams feeding rivers. Last, you arrive at rivers feeding the ocean. Finally, you reach a system of government that rewards intelligence, cooperation, and participation at every level.

Available in PDF, EPUB and Kindle. Book excerpt: This book shows how and why strategic planning is working in cities around the country. It illustrates how this technique enables a city to plan its future proactively and shows how local governments use it to solve current problems and make sure they continue to reach their goals. Using seventeen case studies from a diverse mix of cities, it outlines the components of successful strategic planning, including program design, needs and capabilities assessment, implementation, and ongoing evaluation. In this book, you'll see how planners use strategic planning to synthesize population trends, economic conditions, business trends, strategies, and objectives. The authors emphasize that the planning process is not entirely theoretical; real world factors--like support from politicians--is crucial. This casebook includes discussion questions with each case. Also included is a chapter devoted solely to a strategic planning model. These features make the book valuable not only to planners on the job but also to students in planning and public administration.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: Sustainability is a journey, and this book provides the guidelines and resources for any local government to develop a sustainability plan and begin this journey. To assist local governments, the toolkit provides: Step-by-step guidelines for how to achieve each milestone in sustainability planning Tips on what to include in a sustainability plan Best-practice examples Guidelines for organizing a team of experts to develop the plan The toolkit can be used to create a sustainability plan for local governments large and small, including cities, towns, and counties.Recognizing that local governments around the United States are vastly different, this toolkit presents a straightforward yet flexible process for developing a sustainability plan. It can be used by any local government regardless of its structure, geography, size, and available resources. The foundation of the toolkit is the Five Milestones for Sustainability process, which outlines the major steps a local government should follow to improve its sustainability. The Five Milestones for Sustainability are an evolution of ICLEI's Five Milestones for Climate Mitigation and includes the following five major steps: Milestone One: Conduct a sustainability assessment Milestone Two: Establish sustainability goals Milestone Three: Develop a local sustainability plan Milestone Four: Implement policies and measures Milestone Five: Evaluate progress and report results Readers will find guidance on both how to structure their planning process and what types of strategies and measures to include in their sustainability plan. This toolkit places particular emphasis on the approach to the planning process, because having a high-quality plan isn't enough. A well-executed planning process is essential because it builds broad support from local stakeholders which leads to a smoother implementation process.Local governments are encouraged to use the framework of the Five Milestones for Sustainability as a starting point to understand the key steps involved in developing a sustainability plan. The toolkit can be used by local governments at the very early stages of the planning process or by local governments that already have a plan and are preparing to update it.
