Book excerpt: This paper discusses two simultaneous trends inside America's military culture - its increasing domestic role and its growing reliance upon defense contractors. First, the appropriate role of a standing military in a democratic society is an issue that has been the focus of significant debate ever since the founding of our republic. The issue becomes even more complex when the military's mission takes on a domestic tone; in other words, domestic military operations can quickly result in diminished public support. Second, recent conflicts have shown a dramatic increase in the extent to which American armed forces rely upon commercial enterprises in order to achieve military objectives. Despite that fact, there exist certain fundamental differences between uniformed military personnel and their commercially-oriented contractor counterparts; these differences are profound and involve basic issues that go to the heart of military service and the nature of the modern profession of arms. This is true despite the fact that a great many individual contractor employees are extremely patriotic, and have a deep appreciation for men and women in uniform. Together, these two independent trend lines may point to a troubling future that includes a dramatic erosion of our military culture. If that is true, America's long-term ability to project combat power may ultimately falter as well.

Available in PDF, EPUB and Kindle. Book excerpt: For a century, economists have driven forward the cause of globalization in financial institutions, labour markets, and trade. Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them?Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik>'s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.

Available in PDF, EPUB and Kindle. Book excerpt: A supplemental textbook for middle and high school students, Hoosiers and the American Story provides intimate views of individuals and places in Indiana set within themes from American history. During the frontier days when Americans battled with and exiled native peoples from the East, Indiana was on the leading edge of America’s westward expansion. As waves of immigrants swept across the Appalachians and eastern waterways, Indiana became established as both a crossroads and as a vital part of Middle America. Indiana’s stories illuminate the history of American agriculture, wars, industrialization, ethnic conflicts, technological improvements, political battles, transportation networks, economic shifts, social welfare initiatives, and more. In so doing, they elucidate large national issues so that students can relate personally to the ideas and events that comprise American history. At the same time, the stories shed light on what it means to be a Hoosier, today and in the past.

Book excerpt: After war, police forces are often unable or unwilling to put pressure on suspected war criminals, organized crime groups, and other spoilers of sustainable peace. This book sheds light on the role of international military forces in post-conflict law enforcement. Drawing on numerous interviews, it shows that EU and NATO military forces have not systematically fought serious crime in Bosnia-Herzegovina and Kosovo. International actors need to better balance their own interests as well as the requirement to separate military and police functions with the urgent need to protect individuals in war-torn countries. The policy recommendations in the book are aimed at contributing to more effective, efficient, and legitimate peace operations in the Balkans and beyond.

Book excerpt: The capacity and means by which the American Armed Forces defend their nation are entering a paradigm-breaking transition period. Previous transitions have been driven by the technologies of weapons and their platforms. This is not so in the 21st century. Taking the information revolution as a starting point, Battle-Wise argues that only by strengthening the relationship between information technology and brain matter will the U.S. military enhance its ability to outsmart and outfight future adversaries. Our aim is to understand whether and how advantages in thinking and decisionmaking under operational conditions can affect outcomes victories or defeats especially in networked warfare. It is important to identify as precisely as possible the mental abilities, such as anticipation and rapid adaptation, that are of greatest utility in networked operations and thus in strategic competition so that these abilities can be emphasized in the ways that military personnel are recruited, taught, developed, and organized. The role of the mind in networked warfare is still unknown. This book is meant to raise ideas, issues, and possibilities, as well as at the risk of seeming presumptuous a potential framework.
