Book excerpt: In many countries, the state owns or manages forests in the national interests of economic development, ecosystem service provision or biodiversity conservation. A national approach to reducing deforestation and forest degradation and the enhancement of forest carbon stocks (REDD+) will thus most likely involve governmental entities at different governance levels from central to local. Sub-national governments that implement REDD+ activities will generate carbon ecosystem services and potentially other co-benefits, such as biodiversity conservation, and in the process incur implementation and opportunity costs for these actions. This occasional paper analyses the literature on ecological fiscal transfers (EFTs), with a focus on experiences in Brazil and Portugal, to draw lessons for how policy instruments for intergovernmental transfers can be designed in a national REDD+ benefit-sharing system. EFTs can be an effective policy instrument for improving revenue adequacy and fiscal equalization across a country. They facilitate financial allocations based on a sub-national government’s environmental performance, and could also partly compensate the costs of REDD+ implementation. We find that intergovernmental EFTs targeting sub-national public actors can be an important element of policy mix for REDD+ benefit sharing, particularly in a decentralized governance system, as decisions on forest and land use are being made at sub-national levels. Given the increasing focus and interest on jurisdictional REDD+, EFTs may have a role in filling the shortfall of revenues for REDD+ readiness and for implementing enabling actions related to forest governance. If EFTs are to have efficient and equitable outcomes, however, they will require strong information-sharing and transparency systems on environmental indicators and performance, and the disbursement and spending of EFT funds across all levels

How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesia’s forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesia’s national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesia’s independence in 1945 to the fall of Soeharto’s New Order regime in 1998. The authors further examine the origins and scope of Indonesia’s decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector. This book also analyses the decentralization of Indonesia’s fiscal system and describes the effects of the country’s new fiscal balancing arrangements on revenue flows from the forestry sector, and describes the dynamics of district-level timber regimes following the adoption of Indonesia’s decentralization laws. Book excerpt: Communities are making unprecedented gains worldwide in forest resource access and management rights. A new conservation actor, the forest steward community, is emerging in Central America as an effective collaborator in forest conservation. How best to support and strengthen this community-based conservation actor while minimizing external dependency? This paper discusses an experience with innovative participatory research in Guatemala and Nicaragua that aimed to strengthen community capabilities in natural resource management. The Grassroots Assistance Project trained community members to document and critically reflect upon local experience with forest management and external assistance. Together with regional context studies undertaken by professional researchers, these local 'autosystematization' studies made possible comprehensive documentation of the multiple dimensions of communities' resource management, identification of their strengths and vulnerabilities and discussion of future strategies. Their endeavours also reveal an emerging alternative 'accompaniment' approach to technical assistance, which promotes a high level of partnership between communities and external institutions, in contrast to traditional assistance, which often creates dependency. Technical 'accompaniment' emphasizes long-term social processes, shared learning, community empowerment, validation of local knowledge and continual strengthening of organizational capabilities. It also suggests organizing assistance to pursue closer proximity to communities and their processes, flattening of technical staff hierarchies, flexible response to community input, more horizontal information exchange, and incorporation of social process indicators into assessment. Employed in combination with more traditional assistance approaches, the technical 'accompaniment' approach holds promise for strengthening communities' capabilities as key allies in protecting and managing the environment for the future.
