Book excerpt: There is very little alternative to further regional economic integration within the CIS area. The “core” group of the CIS Member States is pushing forward the enhanced economic agenda. It is argued that the eventual establishment of the CIS free trade area/customs union would contribute to dismantling discriminatory obstacles of mutual access to the CIS markets. In short term dimension, further CIS economic integration would protect fragile CIS industries and business from highly competitive international goods and services after joining WTO. However, one has to consider if these short term recipes suit long term appetites of all CIS Member States that seriously consider themselves as part of the European space. In the meantime, these countries face a puzzling dilemma. On one hand, pro Western CIS Member States (Ukraine and Moldova) keep being cautious about sacrificing their European aspirations to unpredictable trade arrangements within the CIS. On other hand, these countries meet lukewarm response from the EU to their insisting free trade area proposals. Thus, a key for the next CIS integration programme could be hidden in Europe, or in other words, in European attitude towards further eastward enlargement.

It contends that both political and economic factors are driving these processes, including the desire of a number of post-Soviet countries to consolidate regional peace and security and, also, to create a larger and more effective economic space, thus increasing these countries' power and international influence. It also argues that the formation of a united Eurasia is being conducted in the framework of two separate but closely connected - with almost identical membership - international organizations: the Collective Security Treaty Organization (CSTO) and the Eurasian Economic Union (EAEU). This article provides some background to the CSTO and the EAEU and explains their consolidating factors. It also examines the institutional framework of these groupings and expounds on their purposes, principles, and major areas of cooperation. It argues that these two organizations, in combination, constitute a single de facto structure that, for discussion purposes in this article, is referred to as the Eurasian alliance. Finally, the article attempts to illustrate problems and to assess prospects related to integration processes in Eurasia.

Broadly speaking, one can differentiate between a 'classic' and a 'romantic' tradition. In modern international law, the balance between these two opposing traditions is sought in an attempt to contain or 'domesticate' the romantic version by limiting it to 'abnormal' situations, that is cases of 'alien subjugation, domination and exploitation'. This book situates Russia's engagement with the right to self-determination in this debate. It shows that Russia follows a distinct approach to self-determination that diverges significantly from the consensus view in international state practice and scholarship, partly due to a lasting legacy of the former Soviet doctrine of international law. Against the background of the Soviet Union's role in the evolution of the right to self-determination, the bulk of the study analyses Russia's relevant state practice in the post-Soviet space through the prisms of sovereignty, secession, and annexation. Drawing on analysis of all seven major secessionist conflicts in the former Soviet space and a detailed study of Russian sources and scholarship, it traces how Russian engagement with self-determination has changed over the past three decades. Ultimately, the book argues that Russia's approach to the right of peoples to self-determination should not only be understood in terms of power politics disguised as legal rhetoric but in terms of a continuously assumed regional hegemony and exceptionalism, based on balance-of-power considerations.
