Book excerpt: This book explores the way in which the legacy of the German occupation of the Channel Islands has been turned into heritage (or, conversely, neglected) over the last 70 years. Once seen as the ‘taint of the mark of the beast’, the perception of much of what the Germans left behind has slowly changed from being despised and reviled, buried underground or dumped at sea, to being reclaimed, restored, highly valued and treated as ‘heritage’. This book examines the journey of various aspects of this heritage, exploring the role of each post-war generation in picking at the scar of occupation, refusing to let it heal or fade. By discovering and interpreting anew their once-hated legacy, each generation of Channel Islanders has changed the resulting collective memory of a period which is rapidly moving to the edge of living memory. It includes the first in-depth investigation into the multiple aspects of heritage of occupation of a single place and will offer comparative material for other heritage professionals who work with similar material throughout Europe and in other post-occupation areas. It reveals that though colonial rule was promoted as a benevolent mission, at heart, it was a system that guaranteed that Africans continuously paid for their own exploitation. Book excerpt: When the United States led the invasion of Iraq in March 2003, it expected to be able to establish a prosperous liberal democracy with an open economy that would serve as a key ally in the region. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. They explain that the very nature of U.S. state-building in Iraq has created incentives for unregulated local power struggles and patron-client relations. Corruption, smuggling, and violence have resulted. The main legacy of the US-led occupation, the authors contend, is that Iraq has become a fragmented state-that is, one in which actors dispute where overall political authority lies and in which there are no agreed procedures for resolving such disputes. As long as this is the case, the authority of the state will remain limited. Technocratic mechanisms such as training schemes for officials, political fixes such as elections, and the coercive tools of repression will not be able to overcome this situation. Placing the occupation within the context of regional, global, and U.S. politics, Herring and Rangwala demonstrate how the politics of co-option, coercion, and economic change have transformed the lives and allegiances of the Iraqi population. As uncertainty about the future of Iraq persists, this volume provides a much-needed analysis of the deeper forces that give meaning to the daily events in Iraq.

This book argues that internationally backed authoritarianism has an effect on society itself, not just on regime-level dynamics. The few studies of this subject largely follow the celebratory account of US-inspired advances, strongly associated with Crawford Sams, the key figure in the Occupation charged with carrying them out. This book tests the validity of this dominant narrative, interrogating its chief claims, exploring the influences acting on it, and critically examining the reform’s broader significance for the Occupation and its legacies for both Japan and the US. The book argues that rather than presiding over a revolution in public health, the Public Health and Welfare Section, headed by Sams, recommended methods of epidemic disease control and prevention that were already established in Japan and were not the innovations that they were often claimed to be. Where high incidence of such endemic diseases as dysentery and tuberculosis reflected serious socio-economic problems or deficiencies in sanitary infrastructure, little was done in practice to tackle the fundamental problems of poor water quality, the continued use of night soil as fertilizer and pervasive malnutrition. Improvements in these areas followed the trajectory of recovery, growth and rising prosperity in the 1950s and 1960s. This book will be important reading for anyone studying Japanese History, the History of Medicine, Public Health in Asia and Asian Social Policy.
