Book excerpt: Relations between state governments and their respective local governments are of crucial importance, yet they have remained largely unexplored by scholars. This neglect is all the more surprising in light of the fact that most public services are provided directly to citizens by general-purpose local governments, who are themselves subject to varying degrees of control by their respective state governments. In State-Local Governmental Interactions, Joseph F. Zimmerman builds on work conducted for the US Advisory Commission on Intergovernmental Relations pertaining to local government discretionary authority, intergovernmental service agreements, state and federal mandates, and voluntary and state-mandated transfers of functional responsibility. He demonstrates that the degree of control states exercise over their political subdivisions varies greatly, from very tight control in Vermont to relatively little control in Maine. Particular emphasis is placed on the legal relationships between a state and its various types of political subdivisions. The volume concludes with recommendations for the establishment of a state-local governmental partnership.

Available in PDF, EPUB and Kindle. Book excerpt: This is a revision and update of Zimmerman's classic study of relations between state and local government. The first edition, published in 1983, was based on three decades of research into intergovernmental affairs and examined the legal, financial, and structural foundations of state-local relations. This new edition adds a fourth decade of research and brings the work up to date through the early 1990s, adding a chapter on state mandates and local governments, reviewing and analyzing the changes in fortune of state and local governments, and the impact of those changes on their relations between each other and between themselves and the federal government.

Available in PDF, EPUB and Kindle. Book excerpt: Since the US Constitution came into force in 1789, it has been amended just twenty-seven times, with ten of those amendments coming in the first two years following ratification. By contrast, state constitutions have been completely rewritten on a regular basis, and the current documents have been amended on average 150 times. This is because federal amendments are difficult, so politicians rarely focus on enacting them. Rather, they work to secure favorable congressional statutes or Supreme Court decisions. By contrast, the relative ease of state amendment processes makes them a realistic and regular vehicle for seeking change. With State Constitutional Politics, John Dinan looks at the various occasions in American history when state constitutional amendments have served as instruments of governance. Among other things, amendments have constrained state officials in the way they levy taxes and spend money; enacted policies unattainable through legislation on issues ranging from minimum wage to the regulation of marijuana; and updated understandings of rights, including religious liberty, equal protection, and the right to bear arms. In addition to comprehensively chronicling the ways amendments shape politics in the states, Dinan also assesses the consequences of undertaking changes in governance through amendments rather than legislation or litigation. For various reasons, including the greater stability and legitimacy of changes achieved through the amendment process, he argues that it might be a more desirable way of achieving change.

Available in PDF, EPUB and Kindle. Book excerpt: Albert Sbragia considers American urban government as an investor whether for building infrastructure or supporting economic development. Over time, such investment has become disconnected from the normal political and administrative processes of local policymaking through the use of special public spending authorities like water and sewer commissions and port, turnpike, and public power authorities.Sbragia explores how this entrepreneurial activity developed and how federal and state policies facilitated or limited it. She also analyzes the implications of cities creating innovative, special-purpose quasi-governments to circumvent and dilute state control over city finances, diluting their own authority in the process.
