This book presents programming techniques which will be useful in both AI projects and more conventional software engineering endeavors. My primary goal is to enter tain, to introduce new technologies and to provide reusable software modules for the computer programmer who enjoys using programs as models for solutions to hard and interesting problems. If this book succeeds in entertaining, then it will certainly also educate. I selected the example application areas covered here for their difficulty and have provided both program examples for specific applications and (I hope) the method ology and spirit required to master problems for which there is no obvious solution. I developed the example programs on a Macintosh TM using the Macintosh Common LISP TM development system capturing screen images while the example programs were executing. To ensure portability to all Common LISP environments, I have provided a portable graphics library in Chapter 2. All programs in this book are copyrighted by Mark Watson. They can be freely used in any free or commercial software systems if the following notice appears in the fine print of the program's documentation: "This program contains software written by Mark Watson." No royalties are required. Part 2 Decision Making, is a bouquet of techniques organized in 4 chapters. After discussing optimization and simulation, the techniques of economic analysis are covered. Recently, environmental and social aspects, and rehabilitation and resettlement of project-affected people have come to occupy a central stage in water resources management and any good book is incomplete unless these topics are adequately covered. The concept of rational decision making along with risk, reliability, and uncertainty aspects form subject matter of a chapter. With these analytical tools, the practitioner is well equipped to take a rational decision for water resources utilization. Part 3 deals with Water Resources Planning and Development. This part discusses the concepts of planning, the planning process, integrated planning, public involvement, and reservoir sizing. The last part focuses on Systems Operation and Management. After a resource is developed, it is essential to manage it in the best possible way. Many dams around the world are losing some storage capacity every year due to sedimentation and therefore, the assessment and management of reservoir sedimentation is described in details. No analysis of water resources systems is complete without consideration of water quality. A river basin is the natural unit in which water occurs. The final chapter discusses various issues related to holistic management of a river basin.

Twelve cases from both developed and developing countries are elaborated in the book. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought.
