Book excerpt: This book examines a large-scale land acquisition project for rice production in Ghana’s Volta Region, which has been purported by some to be a social and ecological showcase of a company entering a "community–private partnership" with affected communities. Celebrated by national and international media, the project has received substantial amounts of funding from various donor organisations and claims to empower women through its much-lauded outgrower project. Although discourses of "development", "sustainability" and "women’s empowerment" are used by the investment company, the state and the customary authorities to legitimise the large-scale land acquisition, this book highlights how the deal benefits mainly the powerful elite, including elite women, and generally increases the depreciation of those already most marginalised, such as poor female-headed households and settler communities that were dependent on resources from the commons now enclosed and transformed into a rice farm. The author adopts a New Institutionalist perspective in social anthropology in order to analyse how this land acquisition has been implemented in a plural institutional context and how different actors use different rules and regulations and associated legitimating discourses to increase their bargaining power and to pursue their own interests in a changing legal context. In addition, this perspective shows how benefits and losses are distributed along different intersecting axes of power, such as class, gender, clan membership and age. By focusing on power, gender and legitimisation strategies in the context of institutional change caused by the large-scale land acquisition, this book fills a gap in the literature on large-scale land acquisitions while contributing to the development of a theoretical perspective on institutional change, power relations and ideological legitimisation. This book will be of great interest to students and scholars of land and resource grabbing, agricultural development and agribusiness, land management and development studies more broadly.

This paper provides a comparative analysis of legal and institutional frameworks and actual practices associated with large-scale land acquisitions in Ghana, Mozambique, Tanzania and Zambia. Book excerpt: In the wake of increased domestic and foreign entity rush for land in Africa, rural households remained the marginalized group in terms of access. Consequently, household's farm investment decisions are affected. Arresting such situation calls for study of the factors driving households' exposure to such large-scale land acquisition (LSLA). Drawing information from 664 households selected through multistage sampling technique, this study examined the relationship between direct and indirect exposure to large-scale land acquisition under domestic and foreign entities and investment in short and long-term land improving techniques. The results revealed that direct and indirect exposure to land grabbing under domestic and foreign entities tend to exert a negative and statistically significant impact on the probabilities of investing in long-term land-improving measures but exert a positive and significant influence on the likelihood of investing in short-term land-improving techniques. Further the results revealed a reverse causality between exposure to land grabbing and farm investment. Thus, provision of legal ownership to farmers can provide insurance to farmers for taking long-term investments. Government can also step up the fertilizer subsidy program to enable households increase investment and avoidance of further exposure to LSLA.

Book excerpt: This study is undertaken to find out the factors influencing the effects of large-scale land acquisition on the livelihood of smallholder farmers in the Pru district. An important driver for large-scale land acquisition in Ghana, and the rest of Africa, is the growing global demand for biofuels and other plantations. Methodologically, mixed method approach was adopted by applying both quantitative and qualitative research designs. Quantitative data was obtained through a cross-sectional survey from smallholder farming households in the study communities of the Pru District with the help of a multi-stage sampling technique and cluster sampling technique. Qualitative data was obtained through Focus Group Discussions (FGD) from farmer- based associations in the Pru district. The Pru district in the Bono East region was purposively selected based on the reason that it is the most affected district with activities of land grabbing in Ghana. Based on the sample frame of 2,554 households in the communities, a sample size of 346 was used for the study out of which 332 were households and 14 were investors and traditional authorities. The study revealed that household heads' level of education, sex of household heads, household engagement in off-farm activities, total farm land owned by a household, size of land lost by households to large-scale land investors, households' participation in decision making, and training of households for other alternative jobs significantly influence large-scale land acquisition on the livelihood of smallholder farming households. The study found out that the higher the level of education of a household head, the lesser the household suffers the adverse effects of losing their farm land to large- scale land investors hence their livelihoods. It was revealed that some major factors that influenced large-scale land acquisition in the Pru district were the availability of land for the cultivation of plantations by investors, the soil fertility of the land in the district and the freedom and peace enjoyed by investors to go about their businesses and enjoying good tax exemptions in such an environment thus Pru district.

Book excerpt: Recognising the increased demand for agricultural land, this comparative analysis examines the effect of large-scale land acquisitions on their surrounding institutional environment. An embedded case study design allows us to analyse two specific land deals in Ghana and Kenya. We find that insufficiencies in these countries' land governance systems are partly caused by discrepancies between de jure and de facto procedures; and that weak legal frameworks, coupled with poor enforcement, produce outcomes that depend to a large extent on the investors. We also find that large-scale land acquisitions have a feedback effect on the land governance system, which suggests that large-scale land acquisitions can be drivers of institutional change.
