It is based on the results of an expert group meeting held in June 2012 in Geneva, Switzerland, where critical issues facing women today in relation to the enjoyment of their land rights were raised. Land itself can be understood to include farmland, wetland, pasture, rangeland, fishery, forest, as well as harvesting and hunting territories. Throughout this publication the phrase “women’s rights to land” must be understood holistically and in a manner which is grounded in the international human rights framework, and in the context of intersecting forms of discrimination. While this publication focuses on women’s rights to land, it is also recognized that land is inextricably linked to women’s access to, use of and control over other productive resources, such as property, fisheries, livestock and game. Therefore, the publication also uses the phrase “women’s rights to land and other productive resources” to reflect this broader context.

Since the global food crisis of 2007-2008, a range of new issues have come to public attention, such as land grabbing, food prices volatility, agrofuels and climate change. Peasant social movements are trying to respond to these challenges by organizing from the local to the global to demand food sovereignty. As the transnational agrarian movement La Via Campesina celebrates its 20th anniversary, this book takes stock of the movement’s achievements and reflects on challenges for the future. It provides an in-depth analysis of the movement’s vision and strategies, and shows how it has contributed not only to the emergence of an alternative development paradigm but also of an alternative conception of human rights. The book assesses efforts to achieve the international recognition of new human rights for peasants at the international level, namely the 'right to food sovereignty' and 'peasants’ rights'. It explores why La Via Campesina was successful in mobilizing a human rights discourse in its struggle against neoliberalism, and also the limitations and potential pitfalls of using the human rights framework. The book shows that, to inject subversive potential in their rights-based claims rural social activists developed an alternative conception of rights, that is more plural, less statist, less individualistic, and more multi-cultural than dominant conceptions of human rights. Further, they deployed a combination of institutional (from above) and extrainstitutional (from below) strategies to demand new rights and reinforce grassroots mobilization through rights.

Book excerpt: This book introduces the human right to adequate food and nutrition as evolving concept and identifies two structural "disconnects" fueling food insecurity for a billion people, and disproportionally affecting women, children, and rural food producers: the separation of women’s rights from their right to adequate food and nutrition, and the fragmented attention to food as commodity and the medicalization of nutritional health. Three conditions arising from these disconnects are discussed: structural violence and discrimination frustrating the realization of women’s human rights, as well as their private and public contributions to food and nutrition security for all; many women’s experience of their and their children’s simultaneously independent and intertwined subjectivities during pregnancy and breastfeeding being poorly understood in human rights law and abused by poorly-regulated food and nutrition industry marketing practices; and the neoliberal economic system’s interference both with the autonomy and self-determination of women and their communities and with the strengthening of sustainable diets based on democratically governed local food systems. The book calls for a social movement-led reconceptualization of the right to adequate food toward incorporating gender, women’s rights, and nutrition, based on the food sovereignty framework.

Despite the seriousness of the issue, there is still limited access to resources and planning tools for sustainable land management. Between 2015 to 2019, FAO implemented the project ''Decision support for mainstreaming and scaling up of sustainable land management (DS-SLM)’’ at a global level across 15 countries. The aim of the project was to improve access to information on land management best practices. The final evaluation examines the impacts and sustainability of the project results. What has contributed to, or hindered, the implementation of the planned activities? What has been the effect of linkages and partnerships between the project and other major country initiatives?
