Book excerpt: Fears of job loss and changes in employment status have often led workers and unions to oppose privatization and to take actions that delay or block reforms. Many developing country governments have been reluctant to undertake reforms because of labor opposition and the political costs involved. Such difficulties are often compounded by concerns about the social impact of reforms, particularly in countries where social safety nets and labor markets are lacking. The objective of the Toolkit, which includes a CD-ROM, is to provide practical tools and information to help policy makers and practitioners deal with these sensitive issues. The Toolkit helps governments identify and select appropriate strategies and approaches, offers guidelines for design and implementation based on best practice and actual experience, and indicates the factors influencing the choice of strategy and options. The Toolkit is illustrated with examples, checklists, and templates that walk decision makers through best practice methodologies.

Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book excerpt: "Briceno, Estache, and Shafik review the evidence on the state of infrastructure in the developing world, emphasizing the investment needs and the emerging policy issues. While their assessment is seriously constrained by data gaps, they provide useful insights on the main challenges ahead, emphasizing that, in addition to the widely discussed access problems, the poorest also face major affordability and service quality issues which were not well addressed by the reforms of the 1990s. The authors make a case for a stronger commitment of the international community to generate the information needed to assess and monitor infrastructure needs and policies. This paper--a product of the Office of the Vice President, Infrastructure Network--is part of a larger effort in the network to upgrade economic and policy work in infrastructure"--World Bank web site.

There is widespread agreement that infrastructure is a key dimension of global development and that its impact reaches deep into the broader economy with important and multifaceted implications for social progress. At the same time, infrastructure finance is among the most complex and challenging areas in the global financial architecture. Ingo Walter, Professor Emeritus of Finance, Corporate Governance and Ethics at the Stern School of Business, New York University, and his team of experts tackle the issue by focussing on key findings backed by serious theoretical and empirical research. The result is a set of viable guideposts for researchers, policy-makers, students and anybody interested in the varied challenges of the contemporary economy.

Available in PDF, EPUB and Kindle. Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 fundamentally changed the nation's social welfare system, replacing a federal entitlement program for low-income families, called Aid to Families with Dependent Children (AFDC), with state-administered block grants, the Temporary Assistance for Needy Families (TANF) program. PRWORA furthered a trend started earlier in the decade under so called "waiver" programs-state experiments with different types of AFDC rules-toward devolution of design and control of social welfare programs from the federal government to the states. The legislation imposed several new, major requirements on state use of federal welfare funds but otherwise freed states to reconfigure their programs as they want. The underlying goal of the legislation is to decrease dependence on welfare and increase the self-sufficiency of poor families in the United States. In summer 1998, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the Department of Health and Human Services (DHHS) asked the Committee on National Statistics of the National Research Council to convene a Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs. The panel's overall charge is to study and make recommendations on the best strategies for evaluating the effects of PRWORA and other welfare reforms and to make recommendations on data needs for conducting useful evaluations. This interim report presents the panel's initial conclusions and recommendations. Given the short length of time the panel has been in existence, this report necessarily treats many issues in much less depth than they will be treated in the final report. The report has an immediate short-run goal of providing DHHS-ASPE with recommendations regarding some of its current projects, particularly those recently funded to study "welfare leavers"-former welfare recipients who have left the welfare rolls as part of the recent decline in welfare caseloads.

This book was released on 2015-10-14 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Structural policies have become a prominent feature of today’s macroeconomic policy discussion. For many countries, lackluster economic growth and high unemployment cloud the outlook. With fewer traditional policy options, policymakers are increasingly focused on the complementary role of structural policies in promoting more durable job-rich growth. In particular, the G20 has emphasized the essential role of structural reforms in ensuring strong, sustainable and balanced growth. Against this backdrop, the 2014 Triennial Surveillance Review (TSR) called for further work to enhance the Fund’s ability to selectively provide more expert analysis and advice on structural issues, particularly where there is broad interest among member countries. The purpose of this paper is to engage the Board on staff’s post-TSR work toward strengthening the Fund’s capacity to analyze and, where relevant, offer policy advice on macro-relevant structural issues.
