Book excerpt: Mid-Atlantic coastal waters are under increasing pressures from anthropogenic disturbances at various temporal and spatial scales exacerbated by the climate change. According to the National Oceanic Atmospheric Association (NOAA), 10 of the 22 estuaries in the Mid-Atlantic, including the Chesapeake Bay, exhibit high levels of eutrophic conditions while seven, including Delaware Bay, exhibit low conditions. Chesapeake Bay is the largest estuarine system in the United States and undergoes frequent eutrophication and low dissolved oxygen events. Although substantially lower in nutrients compared to other Mid-Atlantic Estuaries, the biological, chemical, and ecological status of the Delaware Bay has changed in the past few decades due to high coastal tourism, increased local resident populations, and agricultural activities which have increased nutrient inputs into this shallow coastal bay. As stated by the Academy of Natural Sciences, although the nutrient load has reduced since the Clean Water Act, years of nutrient accumulation, contaminations, and sedimentation have impacted estuarine systems substantially, long-term monitoring is lacking, and ecological responses are not well quantified. Eutrophication within the Bays has degraded water quality conditions advanced by sedimentation. Understanding the quality of the water in any aquatic ecosystem is a critical first step in order to identify characteristics of that ecosystem and draw conclusions about how well adapted the system is in terms of anthropogenic activity and climate change. Determining water quality in intertidal creeks along the Chesapeake and Delaware coastlines is important because land cover is constantly changing. Many of these tidal creeks are lined with forested riparian buffers that may be intercepting nutrients from running off into the waterways. Identifying water conditions, coupled with the marsh land cover, provides a strong foundation to see if the buffer systems are providing the ecosystem services they are designed to provide. Our primary goal in this chapter is to provide research findings on the application of the hyperspectral remote sensing to monitor specific land-use activities and water quality. Along with hyperspectral remote sensing, our monitoring was coupled with the integration of remotely sensed data, global positioning system (GPS), and geographic information system (GIS) technologies that provide a valuable tool for monitoring and assessing waterways in the Mid-Atlantic Estuaries.

Book excerpt: Work under this NASA contract developed a system for monitoring and historical analysis of the major components of the pan-Arctic terrestrial water cycle. It is known as Arctic-RIMS (Regional Integrated Hydrological Monitoring System for the Pan-Arctic Landmass). The system uses products from EOS-era satellites, numerical weather prediction models, station records and other data sets in conjunction with an atmosphere-land surface water budgeting scheme. The intent was to compile operational (at 1-2 month time lags) gridded fields of precipitation (P), evapotranspiration (ET), P-ET, soil moisture, soil freeze/thaw state, active layer thickness, snow extent and its water equivalent, soil water storage, runoff and simulated discharge along with estimates of non-closure in the water budget. Using "baseline" water budgeting schemes in conjunction with atmospheric reanalyses and pre-EOS satellite data, water budget fields were conjunction with atmospheric reanalyses and pre-EOS satellite data, water budget fields were compiled to provide historical time series. The goals as outlined in the original proposal can be summarized as follows: 1) Use EOS data to compile hydrologic products for the pan-Arctic terrestrial regions including snowcover/snow water equivalent (SSM/A MODIS, AMSR) and near-surface freeze/thaw dynamics (Sea Winds on QuikSCAT and ADEOS I4 SSMI and AMSR). 2) Implement Arctic-RIMS to use EOS data streams, allied fields and hydrologic models to produce allied outputs that fully characterize pan-Arctic terrestrial and aerological water budgets. 3) Compile hydrologically-based historical products providing a long-term baseline of spatial and temporal variability in the water cycle. Book excerpt: "A coupled hydrodynamic-optical water quality modeling system based on Dynamic Data Driven Applications Systems (DDDAS) concepts that assimilates remote sensing data into a hydrodynamic model was developed and tested. The modeling system includes the hydrodynamic model (ALGE), a radiative transfer model (Hydrolight), and remote imagery (MODIS) as a dynamic feedback. The DDDAS was implemented through an Ensemble Kalman Filter (EnKF) with a small ensemble space. Large scale thermal structure and circulation patterns in Lake Ontario were simulated during the spring and summer seasons. High-resolution stream plume studies were performed in Conesus Lake and for the plume of the Niagara River in Lake Ontario. This work provided validation of the capabilities of the ALGE code to simulate the transport of sediment and passive tracer. Although the ALGE model produces predictions of the distribution of the TSS constituents, visual examination of MODIS 250 m reflectance data clearly shows discrepancies between the model TSS output and the remote sensing data. These errors are due to the uncertainties in model physics, parameters, and forcing conditions. A Kalman filter-based method was implemented in this research to provide a better estimate of the modeled TSS. MODIS 250 m reflectance data was used as a dynamic feedback in EnKF. A test was performed at the single simulation grid point at the Genesee River mouth to validate the performance of the EnKF method. The EnKF estimate and the ensemble mean had similar and lower RMSE than any single run. Further validation was undertaken to examine the effects of assimilating MODIS data for all grid points to estimate the plume dissipation. Results show that the spatial filtering via an EnKF is capable of capturing the episodic nature of storm events by using MODIS data as feedback. In this case the EnKF estimate RMSE is considerably smaller than the ensemble mean RMSE"--Abstract.

Book excerpt: In North America, leakage management programs are not pervasive, even though leakage can be reduced with some simple starting points that result in multiple benefits to the drinking water utility. North American governments are increasingly expressing interest in this area by mandating water audits and other initiatives to improve water supply efficiency. North American utilities can benefit from international experience in leakage management helping to reduce water losses, defer capital expenditure on new water resources, improve the service level and public health protection, and improve the efficiency of distribution system operations. The primary objectives of this project were to (1) review proactive leakage management technologies used internationally, with a focus on the United Kingdom, (2) assess the applicability of these technologies to North American water utilities and select the most suitable technologies for pilot installations in participating utilities, and (3) provide guidance on how to practically and cost-effectively apply these technologies to North American water utilities based on the research and hands-on installation of promising techniques in controlled pilot areas. The project found that a water audit provides utilities with the necessary information about their level of losses and how far they can be economically reduced. It is paramount that utilities first understand the nature and extent of their water losses in order to select the best water loss reduction strategy. Through the trial work carried out, the leakage management technologies of DMAs and pressure management were successfully implemented in the participating utilities. It can be concluded that by following the methodologies outlined in this report, both technologies can be successfully applied by most North American utilities. The tested leakage management technologies will be of significant benefit to North American utilities in helping them to assess, control, and reduce the level of real losses in their water supply and distribution networks.

This report responds to a request in the bipartisan Save Our Seas 2.0 Act for a scientific synthesis of the role of the United States both in contributing to and responding to global ocean plastic waste. The United States is a major producer of plastics and in 2016, generated more plastic waste by weight and per capita than any other nation. Although the U.S. solid waste management system is advanced, it is not sufficient to deter leakage into the environment. Reckoning with the U.S. Role in Global Ocean Plastic Waste calls for a national strategy by the end of 2022 to reduce the nation's contribution to global ocean plastic waste at every step - from production to its entry into the environment - including by substantially reducing U.S. solid waste generation. This report also recommends a nationally-coordinated and expanded monitoring system to track plastic pollution in order to understand the scales and sources of U.S. plastic waste, set reduction and management priorities, and measure progress.
