Available in PDF, EPUB and Kindle. Book excerpt: This book highlights the use of information and communication technology (ICT) infrastructures in order to develop smart cities and produce smart economies in Africa. It discusses a robust set of concepts, including smart planning, smart infrastructure development, smart economic development, smart environmental sustainability, smart social development, resilience, and smart peace and security in several African cities. By drawing on the accumulated knowledge on various conditions that make cities smart, green, livable and healthy, it helps in the planning, design and management of African urbanization. In turn, it fosters the development of e-commerce, e-education, e-governance, etc. The rapid development of ICT infrastructures facilitates the creation of smart economies in digitally served cities and towns through smart urban planning, smart infrastructures, smart land tenure and smart urban policies. In the long term, this can reduce emissions of CO2, promote the creation of low carbon cities, reduce land degradation and promote biodiversity.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook covers Electronic Medical Record (EMR) systems, which enable the storage, management, and sharing of massive amounts of demographic, diagnosis, medication, and genomic information. It presents privacy-preserving methods for medical data, ranging from laboratory test results to doctors’ comments. The reuse of EMR data can greatly benefit medical science and practice, but must be performed in a privacy-preserving way according to data sharing policies and regulations. Written by world-renowned leaders in this field, each chapter offers a survey of a research direction or a solution to problems in established and emerging research areas. The authors explore scenarios and techniques for facilitating the anonymization of different types of medical data, as well as various data mining tasks. Other chapters present methods for emerging data privacy applications and medical text de-identification, including detailed surveys of deployed systems. A part of the book is devoted to legislative and policy issues, reporting on the US and EU privacy legislation and the cost of privacy breaches in the healthcare domain. This reference is intended for professionals, researchers and advanced-level students interested in safeguarding medical data.

Available in PDF, EPUB and Kindle. Book excerpt: Electronic health records are widely regarded as the 'connective tissue' of any modern healthcare system. For some they represent a 'dangerous enthusiasm' and for others a key enabler of 'disruptive innovation'. Many governments have made major policy and financial investments in digitalizing health records but their implementation has frequently run into opposition from doctors, had lukewarm responses from patients, and raised considerable concerns for privacy advocates and others worried by the security of sensitive health data and the risks of national data-bases. This book draws upon the concept of 'orders of worth' to reveal the moral dimensions of the medical division of labour and to delve deeper into understanding why electronic records have been so difficult to implement and the sources of opposition to them. The authors argue that digitalization disrupts the moral orders which define rights and responsibilities for the sharing and exchanging of patient medical data. This is illustrated through longitudinal studies of two of the most controversial attempts to introduce national systems - a patient controlled electronic record in Australia and a national summary care record that was part of the ill-fated NHS national program for IT in England. The authors conclude by using the lessons from these national experiences and insights from two regional projects in each country to suggest how the idea of electronic records might be re-thought. It is a must read for anyone concerned about health information and the implications of how it is shared and exchanged in a digital world.
