This dependency causes two major problems: First, it causes the scarcity of these non-renewable energy sources, and climate change. There are two alternatives to fossil energy sources that are on the one hand, nuclear energy, and on the other hand, renewable energy sources. The process of nuclear energy is fascinating for the energy outcome of one kilogram of uranium equals the stored energy of about 3.000 tons of coal. Nuclear energy can reduce the problems that cause climate change for, the process is carbon neutral but, it leads to several other problems as nuclear proliferation, incidents, and the unsolved problem of waste disposal. Renewable energy sources are carbon neutral, and by definition renewable, and therefore, they could solve both major problems of the energy sector. Right now, the drawbacks are at first that most of them are not competitive, and need to be subsidized by governments, and second, the technical challenge to store the produced energy. It is easy to understand that the future of the energy sector is highly uncertain, and that under these circumstances, tools are of no use as far as they are extrapolating past trends. In the last years, several energy scenarios have been conducted in order to display the major uncertainties. It is not surprising that the results are strongly varying, and therefore, the results lead to the question of the characteristics and the quality of the scenarios. But, there has been no analysis of the characteristics and the quality of energy scenarios so far. However, the author analyzes these in this study. The author begins with a short introduction about the history of scenarios, and continues with the development of a general framework of the scenario development process. Further, he lists its possible variations. The scenario typology that consists of 15 variables that can be used to examine the characteristics and the quality of scenarios is then applied at a total of 5 scenarios. The sample of scenarios was chosen to display the broad range of different scenario developers. It consists of the DESERTEC scenario of a charitable trust, the EU-Roadmap 2050 of a political institution, the Greenpeace [R]evolution of an NGO, the World Energy Outlook of an intergovernmental institution, and the Shell Energy scenarios of a company that deal within the energy sector.

Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion.
