Book excerpt: This report on the Philadelphia, Pennsylvania, One Meridian Plaza fire documents one of the most significant highrise fires in United StatesÕ history. The fire claimed the lives of three Philadelphia firefighters and gutted eight floors of a 38-story fire-resistive building causing an estimated $100 million in direct property loss and an equal or greater loss through business interruption. Litigation resulting from the fire amounts to an estimated $4 billion in civil damage claims. Twenty months after the fire this building, one of PhiladelphiaÕs tallest, situated on Penn Square directly across from City Hall, still stood unoccupied and fire-scarred, its structural integrity in question. This fire is a large scale realization of fire risks that have been identified on many previous occasions. The most significant new information from this fire relates to the vulnerability of the systems that were installed to provide electrical power and to support fire suppression efforts.

Book excerpt: The fourth edition of Structural Firefighting: Strategy and Tactics meets and exceeds the course objectives and outcomes for the National Fire Academy’s Fire and Emergency Services Higher Education (FESHE) non-core course, Strategy and Tactics (C0279). Structural Firefighting: Strategy and Tactics prepares the fire officer to take command at structure fires, effectively using available resources. The goal of this text is to explain proven tactics and strategies used at structure fires. It is designed to be used by all fire officers, from company officer to chief of department. The Fourth Edition provides the necessary tools to achieve maximum productivity under adverse fireground conditions. It references NFPA fire investigations, applicable NFPA statistics and standards, the NIOSH Firefighter Fatality Investigation and Prevention Program, and the Technical Report Series from the U.S. Fire Administration. It has been expanded to include information from recent studies by the National Institute of Standards and Technology (NIST), Underwriters Laboratories (UL), and others. The Fourth Edition contains new content on integration of initial rapid intervention crews, updated content on vent-enter-isolate-search tactics, and more, while continuing to emphasize the role of preincident planning and command decisions that maximize life safety, extinguishment, and property conservation. Book excerpt: Engineers need to be able to test the flammability of the materials they use in buildings and other structures. However, the range of test procedures and regulations in this important area is often confusing. Flammability testing of materials used in construction, transport and mining provides an authoritative guide to current best practice in ensuring safe design. The book begins by defining flammability and the main types of test available. Building on this foundation, a group of chapters then reviews tests for key materials used in buildings and their contents. There are chapters on wood, external cladding and sandwich panels as well as the flammability of walls and ceilings. Tests for furniture fabrics, cables and electrical appliances are also reviewed. A final group of chapters discusses other types of test, particularly in the transport sector, including chapters on flammability testing for railway passenger cars, aircraft, road and rail tunnels. With its distinguished international team of contributors, Flammability testing of materials used in construction, transport and mining is a standard reference for civil and transport engineers in particular. An authoritative guide to best practice in ensuring safe design Defines flammability and the main types of test available A vital reference source for civil and transport engineers
